Research On The Impact Factors Of Sewage Dispose Project Of Public Private Partnership(PPP) In China

With the reform waves of the government and public sector sweeping across the world, the “public-private partnership(PPP) model” is highly promoted by many governments for its good performance in public services and public goods supply reform.Under the background of the new normal of China's economy, the PPP model is becoming an engine for the new economic growth in China. Water pollution is the most serious pollution, and the traditional sewage treatment industry is facing the plight of transformation and upgrading for the reason of highly dependence on government financial allocations. As the PPP model could ease financial pressure, improve operational efficiency, and improve public services and goods supply quality, it will bring unprecedented vigor and vitality for China's sewage treatment industry. In order to explore the operation mechanism of the PPP mode, this paper discusses the influence factors of sewage disposal PPP projects on the basis of empirical analysis.Firstly, this paper made a very thorough analysis on the situation of the PPP project operation of China's sewage disposal industry, and pointed out the existing main problems.According to characteristics of sewage disposal PPP projects and advantages of Logistic model, chose the Logistic model to analysis the main influence factors of sewage disposal PPP projects, and established the specific mathematical model on the basis of introducing the principle of Logistic model. Based on the 71 cases of sewage disposal PPP projects in different regions of China, this paper selected 19 influencing factors by using literature analysis method. By using the Logistic model to make empirical analysis, five main factors were screened out finally: the economic development level, the acceptance of local residents, finance bear ability, the operation experience and the regulations construction.Therefore, in the promotion of sewage disposal PPP projects, the government should also balance the project development degree of different regions, and establish a sound system of PPP project development at the same time. By increasing policy support of impoverished areas, properly handling the job of comforting residents of sewage disposal PPP projects area, strengthening innovation to ease the local financial dependence degree of the project, selecting the cooperative capital with rich experience and improving thelegal management system of PPP, the whole society could work together to improve the success rate of sewage disposal PPP projects and promote the development of sewage disposal PPP projects and the construction of ecological civilization.
