Research On PPP Mode Selection Of Rural Waste Treatment Projects

Rural waste treatment is a prominent shortcoming in the improvement of the rural ecological environment in our country.It is not only the foundation of the rural revitalization,but also related to the happiness of villagers.For a long time,our country’s rural waste treatment has been lagging behind.Both the amount and the increment of waste are large.The overall governance level including capital investment,environmental protection supervision,infrastructure/equipment matching,technical guidance and information level is low.As an important means to improve the quality and efficiency of public goods/services,public-private partnership(PPP)mode is an institutional innovation in the field of rural waste treatment in China.A statistical analysis of 204 new projects of rural waste treatment in my country using the PPP mode is counted.It is found that these projects generally adopt BOT mode,arbitrarily label them as franchise operation,and the specific operation mode of the project in the name of PPP is unclear.The selection basis of PPP mode is lacking,the selection process is not standardized,and the implementation effect of the project is poor.First of all,on the basis of grasping the current situation of rural waste treatment,the necessity and adequacy of using PPP mode to carry out rural waste treatment are clarified.Through the statistical analysis of 125 cases,the chaos and pain points of PPP mode selection are directly hit.Secondly,the applicability of 16 PPP modes is discussed,which is based on the practice of new projects of rural waste treatment using the PPP mode and its own characteristics.Eight specific PPP modes that can be used in new projects of rural waste treatment have been identified,which narrows the scope for subsequent mode selection.Next,by comprehensively considering the types of new projects of rural waste treatment,the results of case statistics and the applicability of the PPP mode,the index system of PPP mode selection for new projects of rural waste treatment is established through literature identification,classification and induction,qualitative optimization and other methods.The index system includes 5 standard-level indicator dimensions,18 sub-standard level indicator dimensions,and 46 micro interpretation dimensions,which can provide scientific basis and effective measurement for the PPP mode selection.Then,with the help of entropy weight,GRA and improved TOPSIS method,the PPP mode selection model is constructed,which provides an operational path for the PPP mode selection.At the same time,through the empirical analysis of different projects,it demonstrates the pertinence and scientificity of the PPP mode selection index system,as well as the effectiveness and maneuverability of the selection model which has been designed.Finally,from the perspective of the closed-loop decision-making of PPP mode selection,relevant countermeasures and suggestions are put forward,so as to continuously improve the scientific and practical nature of this research.This study directly hit the chaos and pain points of PPP mode selection of the new projects of rural waste treatment,and grasped the objective requirements of the current urgent need for correct and standardized selection and application of the PPP mode to solve the dilemma of rural waste treatment.In addition,the index system and the PPP mode selection model of new projects of rural waste treatment are also constructed,which provides scientific basis and standardized operational path for PPP mode selection.Meanwhile,it helps to promote the smooth implementation of projects and promote the successful application of PPP mode in the field of rural waste treatment.
