Sector Capacity Assessment Based On Air Traffic Controller’s Workloadand And Atc Safety Risk Management

Since the reform and opening up,due to the rapid development of China’s civil aviation industry,the number of flights in the main airports across the country has been increasing year by year and the use of airspace space is limited.In order to solve the contradiction between supply and demand of airspace resources,reduce the frequency of flight delay and ensure the safety of flight take-off and landing,it is necessary to scientifically carry out the sector capacity assessment based on the controller load for the control sector,the most basic part of airspace system.In addition,as the number of flights increases,the probability of unsafe incidents will increase.Because the air traffic control system involves many fields and involves a wide range of risks,it also directly or indirectly affects the flight safety.Therefore,it is very necessary to carry out systematic risk management research on air traffic control safety.The research object of this paper is the risk management of air traffic control safety.First,it introduces what is the risk management of air traffic control safety.Then,according to the process of risk management,it analyzes the factors affecting the risk management of air traffic control safety and classifies the above factors.Then,after the identification of risk factors,the safety risks of air traffic control are quantified,and the probabilistic risk assessment of the unsafe behaviors of air traffic control is carried out.Then take Changbei Airport as an example,the present situation of safety risk management of air traffic control and how to carry out risk management in actual work are explained in detail.Then,by introducing "Doratask" method and "MBB" method to measure the workload of controllers,the risk assessment of the capacity of Fan Sector 02 of Nanchang Airport area is carried out and the results are analyzed with the airport space management unit-sector as the entry point.Based on the above research results,this paper also systematically carried out the prosperous north airport aviation safety risk management analysis,puts forward the problems existing in the prosperous north airport air traffic safety,such as controllers peccancy operation,lack of airport security culture construction,lack of effective linkage mechanism,etc.,and the causes of safety risk analysis.Finally,combined with the analysis of the reasons,the paper puts forward some improvement measures,such as paying attention to the infrastructure construction,optimizing the operating environment,improving the status quo of controllers and perfecting the safety management system,to improve the safety management of Changbei Airport.The research method,research process,research results and research conclusions of this paper can be used as reference for similar airports to carry out sector capacity assessment based on controller load and research on safety risk management of air traffic control.
