In recent years,with the rapid development of my country’s national economy,especially the rapid urbanization of large and medium-sized cities,the serious lag of urban water environment treatment facilities has become a major obstacle to the sustainable development of people’s health,economy and society,among which the black and odorous water body are particularly typical and significant.In order to solve this problem,in addition to The State Council issued the“Action Plan for Water Pollution Prevention and Control” and the Ministry of Housing and Urban-Rural Development issued the “Guidelines for the Regulation of Urban Black and smelly Water bodies”,local governments attached great importance to the regulation of black and odorous water bodies and achieved great results.Taking Taiyuan as an example,from 2016 to 2019,27 black and odorous water bodies in the city have been renovated through a series of projects,such as the "XX River/Canal Black and Odorous Water Body Regulation Project",the Comprehensive Treatment Project of Nansha River and Eight Rivers of Taiyuan,and the Seven Canal Channel Regulation Project of Taiyuan.But black and odorous water management is a systematic project,due to the water body features and the causes of black smelly,pollution status,influence factors and so on each are not identical,this black and odorous water treatment engineering measures in the long term effect is not ideal,especially in Taiyuan as the typical representative of the north dry city,were it not for the local specific circumstances,governance is often wasted effort.The paper mainly focuses on the characteristics of the northern dry and early cities with fewer natural rivers as well as more artificial flood drainage channels,no long-term water sources,large changes in flow with time and space,serious pollution,and backward development in the surrounding areas.This paper takes the remediation practice of 27 representative black and smelly water bodies in Taiyuan city as the research object,through reviewing literature,analyzing actual engineering design cases,on-site investigations to evaluate remediation effects and remaining issues,and participate in the"Taiyuan National Sustainable Development Agenda Innovation Demonstration Zone Construction Major Special Project-Taiyuan City Drainage research of the research team of "Dynamic Control Technology Research and Demonstration Application of Water Quality and Water Quality".And the causes,history,hazards,treatment practices and long-term control issues of the black and odorous water bodies in the northern arid cities with Taiyuan as a typical example were studied.The research results show that as a long-term complex systems engineering,the treatment of black and odorous water bodies involves a wide range of areas,multiple related departments,and various types of treatment technologies.only relying on engineering methods for short-term sports treatment is not enough to completely eliminate black and odor.The water quantity and quality dynamic control platform built by informatization and intelligent technology combined with public participation and legal construction,can establish a modern long-term governance system and ultimately realize the "long-term cleanness" of black and odorous water bodies.The results of this study are representative in arid areas of northern China,and have important practical significance and application value,which can provide reference for the treatment of black and odorous water in similar cities.I hope this study can give some meager lessons and inspirations to the colleagues on the line of black and odorous water treatment. |
