The pollution of black-odorous water body in Chongqing is severe,and the problem of water pollution and ecological environment in rivers and lakes is increasingly prominent.At the same time,the decline in water quality leads to an increase in sewage treatment costs,which seriously affects urban development.Under this severe environmental situation,the problem of black-odorous water body needs to be solved urgently.There are some shortcomings in the practice of governance and assessment.The overall performance is three aspects: First,there are many types of urban black and odor water treatment technologies,but there is a lack of systematic combing.Second,remediation project of urban black-odorous water body in Chongqing has been continuously carried out,but the existing evaluation methods and requirements are insufficient.The third is the lack of a standard evaluation system for the evaluation of the black-odorous water body remediation effect.Based on the investigation of the pollution characteristics of black-odorous water body in Chongqing and the inductive analysis of the comprehensive remediation project,treatment work of the black-odorous water body in Chongqing can be based on the evidence,and the engineering effect analysis of Longbao River in Wanzhou District is systematically carried out,and the existing evaluation method is used to evaluate it’s effect evaluation.Optimize the existing assessment content and technical requirements for urban black-odorous water body remediation effect,establish an evaluation system for it,select the Longbao River Basin in Wanzhou District of Chongqing as an empirical research case,and carry out comprehensive remediation project with the newly a evaluation index system to evaluate.The main research results:(1)Investigate and study the pollution characteristics of black-odorous water body in Chongqing.The black-odorous water body in Chongqing is mainly characterized by serious pollution of domestic wastewater and rainwater runoff,serious damage to water ecosystems,prominent organic pollution,declining self-purification capacity of water bodies,and difficulties in regional joint comprehensive governance.(2)Inductive analysis of the black-odorous water body remediation project in Chongqing and evaluation of remediation effect by the existing assessment methods.Inductive analysis of Chongqing black-odorous water body remediation project,taking Longbao River in Wanzhou District as an example,conducting full follow-up investigation and engineering effect analysis,to evaluate engineering remediation effect by existing evaluation methods,and the remediation effect reached the requirement of long-term policy for keep water body permanently clear.(3)Optimized the evaluation content and technical requirements in the existing effect evaluation system.The evaluation methods and technical requirements are optimized mainly through public appraisal,water quality monitoring,engineering projects and long-term mechanism,which improves the authenticity and objectivity of the evaluation results.(4)The evaluation index system for urban black-odorous water body remediation effect was constructed.Based on the state-response-effectiveness(SRB)framework model,it were identified that four assessment topics such as public comment,water quality monitoring,engineering projects and long-term mechanism and sixteen specific assessment indicators.The urban black-odorous water body remediation effect evaluation index system was established,which is a “one,six,sixteen” three-lvel evaluation indux system.(5)Conducted an empirical study on the evaluation system of urban black-odorous water body remediation effects.The Longbao River Basin in Wanzhou District of Chongqing City was selected as an empirical research case,and the newly constructed urban black odor water body remediation effect evaluation system was used to carry out practical evaluation work.The results show that the remediation projects are all completed on time and in good quality,the public satisfaction is high,the water body completely eliminates the black and odor,and the long-term mechanism is perfect,and the long-term policy for keeping water body permanently clear are qualified.The investigation and analysis of the comprehensive improvement project of black-odorous water body in Chongqing made the subsequent black-odorous remediation work evidence-based,and the remediation effect evaluation system optimization research provided scientific decision for the process target control and effect evaluation of the remediation project.
