The Performance Appraisal Mechanism Of Water Environmental Managent PPP Project Is Optimized

Under the background of modern governance,which emphasizes economic development,social equity and environmental sustainable development,with the large quantity of water environment management PPP project entering the performance appraisal stage,our country is faced with the difficult problem of how to deal with the project appraisal effectively.However,at present,China’s research on water environmental management PPP project focuses on project construction and operation mode,and the research on project performance appraisal is relatively weak.Moreover,the existing research results are more from the economic,efficiency and effectiveness of the dimensions of project evaluation,social equity and environmental benefits and other aspects of the lack of consideration,lack of the project assessment subject,mode,results applicability and related institutional measures of systematic research,failed to form an effective system assessment mechanism.Therefore,this paper makes a systematic study on the water environmental management PPP project from the aspects of assessment subject,content,mode,application of results and dispute resolution,in order to optimize the performance appraisal mechanism of water environmental governance PPP project.Guided by Xi Jinping’s thought of ecological civilization,this paper mainly uses the combination of qualitative and quantitative methods such as case study method and hierarchical analysis method,and studies the performance appraisal mechanism of water environmental management PPP project based on the "5E" theory and the principal agent theory.It is found that the water environment management PPP project of the Tributary of the Nanlijiang River(Lingshan section)mainly takes the government as the main body of assessment,and evaluates the process management,system construction and implementation,project output and so on through the combination of normalization and random assessment,and gives incentives and rewards and punishments to the appraisal results.However,in the process of assessment,there are still problems such as insufficient co-participation of the assessment subject,unclear target orientation of the appraisal method,lack of consideration of fairness and environmentality of the appraisal content,insufficient incentive to apply the appraisal results and insufficient safeguard measures.The main reasons are that the assessment concept of relevant government departments lags behind,the relevant policies and legal system are not perfect,the assessment technology and ability are weak,and the construction of safeguard measures is not perfect.To this end,put forward further optimization of the countermeasures: First,to absorb the participation of multi-subjects,the formation of multi-subject collaborative participation assessment mechanism.Second,based on the dimensions of economy,efficiency,effect,fairness and environmentality,improve the evaluation index system of PPP project for water environmental management.Third,the goal assessment is the main,the regular assessment and the non-conventional assessment methods combined.Fourth,the results of the assessment to be effectively applied,improve the assessment results of the mechanism of punishment.Fifth,improve information disclosure,assessment standards adjustment and assessment results dispute resolution and other related safeguard mechanisms.The research results can provide reference for further optimizing the performance appraisal mechanism of PPP project for water environmental management in China.
