| Water is mobile,so the movement of water often leads to pollution boundaries beyond administrative boundaries,resulting in cross-regional water pollution problems.From the perspective of scope,trans-regional water pollution occurs not only between countries,but also between administrative levels within a country.Since the long-term practice in China,trans-regional water pollution treatment in China is mainly divided into treatment areas based on administrative boundaries.In the treatment areas,the government is mainly the single treatment subject,and the treatment areas and the treatment subjects seldom cooperate with each other to carry out joint treatment.In recent years,Ecological progress has been included in China’s overall plan for promoting ecological progress,and the concept of ecological progress has won widespread support,cross-regional water pollution has caused the wide attention of the society,on the cross-regional water pollution governance effect higher and higher demands are proposed,and the traditional government balkanised,single governance body solo governance emerging out of the predicament,difficult to obtain satisfactory results.Based on this,strengthening theoretical and practical research and exploring effective methods and paths to break through the difficulties of trans-regional water pollution treatment have become an important topic to solve trans-regional environmental pollution problems.Based on the theory of public management,this paper takes the water pollution treatment of Jiuzhou River Basin in Luchuan County,Yulin City as an example to make an in-depth analysis of the successful experience and existing dilemmas of the cross-regional collaborative governance of Jiuzhou River,analysis in the plight of the cooperative governance and the reasons,and draw lessons from the successful experience of domestic and foreign some cross-regional river water pollution governance,Jiuzhou river cross-regional water pollution are put forward the optimization of cooperative governance path,for ascension Jiuzhou river governance effective help,also for other areas to provide reference for similar cross-regional joint water pollution governance. |
