Researchon Pricing Mechanism Of PPP Wastewater Treatment Project Based On System Dynamics

The concession pricing of sewage treatment projects under the PPP model determines the recovery of social capital investment.At present,there is no clear reference standard for the charging of sewage treatment in China.This phenomenon is mainly due to the fact that the problem is constrained by many factors,such as strong expertise in charging pricing design and no perfect price information disclosure system.And the feedback system reference,etc.,the phenomenon of unreasonable sewage treatment charges has now aroused widespread concern in society.In order to deal with this problem,this paper establishes a pricing model based on system dynamics,and hopes to give some effective suggestions for pricing sewage treatment charges.First of all,we conducted a survey on the general environment of domestic PPP sewage treatment projects,and then summarized the relevant achievements of domestic and foreign researchers in the pricing of PPP sewage treatment projects,and designed a questionnaire based on the analysis results.Through reliability analysis and The factor analysis method analyzes the questionnaire results and lists the key influencing factors,and classifies them.Secondly,on the basis of factor analysis,comprehensively examine the interrelationships among various impact factors,draw a causality diagram of the PPP sewage treatment project franchise price impact factors,establish a feedback loop,and use the reason tree for construction investment,sewage treatment Carry out causality analysis on key impact factors such as revenue and operating costs and establish a concession pricing model for PPP sewage treatment projects.Finally,through the introduction of actual PPP sewage treatment project cases and the use of Vensim PLE software for simulation analysis,through the adjustment of a key influencing factor to analyze the changes in project gold and cash flow to obtain the sensitivity of each parameter change to the franchise price mechanism.The verification results show that the SD pricing model of the PPP sewage treatment project established in this paper can effectively reflect the actual situation.The promotion of the PPP model in the field of sewage treatment and the formulation of the pricing policy of the government public sector PP sewage treatment project provide a scientific reference.
