| Since the reform and opening up,China’s economy has developed rapidly,but it is also facing severe environmental pollution problems.The contradiction between economic development and environmental protection has become increasingly prominent.In this context,the most effective way to achieve high-quality economic development is to carry out green technology innovation.However,only relying on market forces can not control the pollution,and the externality of technological innovation also leads to the lack of market incentives.Therefore,the government needs to design reasonable environmental regulation policies,encourage enterprises to reduce pollution emissions,increase innovation investment,and realize green production.Based on the literature at home and abroad,this paper determines the research purpose and direction after finding the lack of research.After combing the development and current situation of China’s environmental regulation,this paper discusses the mechanism of the command type and market type environmental regulation policies on green technology innovation,and puts forward hypotheses from the local innovation effect,spatial spillover effect,regional differences and other aspects of the two environmental regulation policies,and then makes an empirical test.This paper uses the panel data of 263 cities in China from 2003 to 2015 to constructs a spatial Durbin model to empirically analyze the impact of command and market-oriented environmental regulation policies on green technology innovation.The main conclusions are as follows:(1)From the perspective of local effect,the local innovation effects of the two environmental regulation policies are relatively significant,showing a "U" trend of first inhibition and then promotion.At present,the environmental regulation policies in most regions can promote local green technology innovation.(2)From the perspective of spatial spillover effect,the impact of the two environmental regulations on green technology innovation in adjacent areas also shows a significant "U" shape,indicating that the spatial spillover effect of environmental regulations exists and can not be ignored.Among them,the spatial spillover effects of command-based environmental regulations have entered the promotion stage,but there are still some areas where the spatial spillover effects of market-based environmental regulations are still in the restraining stage.(3)Regional regression shows that there are regional differences in the impact of the two environmental regulation policies on green technology innovation.The ordered environmental regulation has significant U-shaped local innovation effect and spatial spillover effect in the eastern region,only U-shaped local innovation effect in the central region,but not significant in the western region;the market-oriented environmental regulation only shows U-shaped local innovation effect in the eastern region,but has significant U-shaped local innovation effect in the central region In the western region,there are inverted U-shaped local innovation effect and U-shaped spatial spillover effect.In order to achieve the dual goals of economic growth and environmental protection,based on the concept of regional collaborative development,the government needs to choose the appropriate environmental regulation policy and intensity according to its own actual situation,and induce local and adjacent enterprises to carry out green technology innovation,and jointly build a community of shared future for the city to achieve a win-win situation. |
