Yellow River Basin Environmental Regulation Efficiency:Time-space Characteristics And Affecting Factors

China has raised ecological conservation and high quality development of the Yellow River Basin to a major national strategy,which is a new strategic position for Yellow River Basin’s environmental regulation in the New Era.Catching the law of Yellow River Basin environmental regulation efficiency’s time-space variation and exploring the mechanisms behind how the affecting factors influences Yellow River Basin environmental regulation efficiency not only be related to the Yellow River Basin’s ecological safety and green sustainable economy-society development,also be in connection with China’s construction of great modern socialist country and the Chinese nation’s bright prospect on the road to revival.This paper addresses basic theoretical analytical framework of Yellow River Basin environmental regulation efficiency,qualitatively discusses Yellow River Basin environmental regulation efficiency’s connotation and mechanisms of affecting factors.Based on theoretical analyses,the paper uses empirical analyses examining mechanisms of Yellow River Basin environmental regulation efficiency’s affecting factors through dynamic spatial durbin model and quantile regression model.Study results show that:(1)from 2003 to 2017,overall Yellow River Basin environmental regulation efficiency decreases by about 10%,the variation shows a fall-rise feature;Yellow River Basin reaches’ environmental regulation efficiency decreasing amplitudes rank: middle reaches>lower reaches>upper reaches,average environmental regulation efficiency of Yellow River Basin reaches rank: middle reaches>upper reaches>lower reaches,Yellow River Basin reaches’ environmental regulation efficiency fluctuation ranks:lower reaches>upper reaches>middle reaches;the top three environmental regulation efficiency decreasing amplitude of Yellow River Basin provinces are Shanxi,Inner Mongolia and Shaanxi,only Gansu has positive growth among all provinces.The bottom three average environmental regulation efficiency of Yellow River Basin provinces and the top three environmental regulation efficiency fluctuation of Yellow River Basin provinces are Sichuan,Gansu and Henan.The top three average environmental regulation efficiency of Yellow River Basin provinces are Qinghai,Ningxia and Inner Mongolia,the bottom three environmental regulation efficiency fluctuation of Yellow River Basin provinces are Inner Mongolia,Shanxi and Ningxia,the spatial distribution of provincial level environmental regulation efficiency shows “ middle and lower reaches are high,middle and upper reaches are low” at early sample interval and “middle and lower reaches are low,middle and upper reaches are high” at late sample interval;(2)neighboring provinces in Yellow River Basin show a spatial bottom-race game mechanism;energy consumption of neighboring provinces in Yellow River Basin has a negative impact on Yellow River Basin provinces,which indicates a resource pressure mechanism from energy consumption to Yellow River Basin environmental regulation efficiency,besides the higher energy consumption intensity is,the more negative impact is on the provinces with higher environmental regulation efficiency;there is a incentive distortion mechanism from fiscal decentralization to Yellow River Basin environmental regulation efficiency,the negative impact is mainly from neighboring provinces,plus,the higher fiscal decentralization level is,the weaker negative effect is in the provinces with higher environmental regulation efficiency;there is a negative correlation between foreign investment and Yellow River Basin environmental regulation efficiency,the higher foreign investment level is,the less negative impact is on the provinces with higher environmental regulation efficiency;economic development has a nonlinear correlation mechanism with Yellow River Basin environmental regulation efficiency,the effect of economic development level on the Yellow River Basin environmental regulation efficiency is stronger in the provinces with lower environmental regulation efficiency.
