Study On The Whole Process Management Of Urban Construction Waste

Perfecting the management of urban construction waste is an important link to comply with the development trend of the new era and solve the problem of urban environmental pollution.In recent years,under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the management of urban construction waste has gradually attracted the attention of relevant departments.In March 2018,the Ministry of Housing Construction issued a notice,deciding to carry out construction waste management pilot activities in Beijing and other 35 cities.In December of the same year,the "waste-free city" construction pilot work plan was issued,further raising the construction waste management from the urban project level to the national level.In September 2020,the newly revised Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste takes construction waste as a separate category for management,and proposes to establish a whole-process management system for construction waste,so as to comprehensively promote the prevention and control of construction waste pollution.In this context,efforts to reduce the pollution of construction waste and carry out overall management of it are not only the needs of protecting urban environmental health,but also the inevitable requirements of sustainable urban development in the future.The whole process from the Angle of the whole process of management,the paper,on the basis of management theory,put forward a "source,intermediate transportation and terminal treatment" phase is divided into the whole process of the main content analysis framework,and by studying the various stages of the representative body to establish the relationship between the whole process of construction waste management operation model,illustrates how to realize the various stages of construction waste management.At the same time,the sustainable development theory is introduced to introduce the sustainable development model of construction waste and its practical value.In view of the construction waste management situation in Tianjin,using building area estimation method to determine the main factors which influence the production of construction waste in Tianjin is the size of the building construction and removal,selection of first-order one dimension gray system model to predict,construction waste production in 2020-2025 in Tianjin,it is concluded that the future construction waste production is based on time series showed a trend of rising.By means of practice investigation and data collection,this paper introduces the construction waste management institutions,policies and regulations,clearance and consumption,and enterprise practices in Tianjin,and finds that there are many problems that need to be solved both theoretically and practically.Based on the framework of the whole process analysis of construction waste,the problems of weak control and classification effect in the source generation stage are put forward.In the intermediate transport stage,there are problems such as non-standard transport process,inadequate transport administrative supervision and difficult landing of the consumption field.At the end treatment stage,there are some problems,such as insufficient resource treatment facilities,too long recycling cycle and poor outlet of recycled building materials.In view of the problems of construction waste management in Tianjin,this paper puts forward the corresponding solutions: from the traditional development mode of "high investment,high consumption and high pollution" to the sustainable development mode of "low energy consumption,low pollution and high income".Constructing the whole process sustainable construction of urban construction waste is a good choice to solve the problem of construction waste management.I.e.,from the government,market and society among multiple subject to the source,transportation,terminal handling systematically the whole process of management,hope that through effective collaboration and communication with all parties to realize the good of the whole process of construction waste management mode of operation,eventually to reduce construction waste pollution emissions,protect the environment and health.The specific path is to promote the "low energy consumption" output at the source,realize the "low pollution" transportation in the middle,implement the "high income" resource treatment at the end,strengthen the coordinated management of the whole process of multiple subjects,and establish and perfect the whole process management guarantee system.
