The photovoltaic industry zone ecological environment may be destroyed because of high energy consumption,a large amount of pollution nodes and solid wasting pollution.Photovoltaic industry zone planning environmental impact assessment(Planning EIA)plays an important role in making pollution controlling scheme.Some measures are put forward by analyzing chain link and the specific pollutants from the aspects of natural,social and economic with the method of environmental carrying capacity analysis.Three evaluation indexs are analyzed on the basis of the low carbon concept including low carbon consciousness,the per capita public green area and esteemed central heating rate.Six evaluation indexs are analyzed on the basis of the circular economy concept including the added value of ten thousands yuan of industrial COD emissions,the industrial wastewater emissions success rate,unit value added of industry comprehensive energy consumption of fresh water consumption,industrial added value ten thousands yuan,domestic waste resource utilization and wasting utilization in ingredients.Using the optimized index system in Mudanjiang photovoltaic industry zone planning EIA,adopted improved fuzzy evaluation method to quantify the indexes and the analytic hierarchy process to determine the index weight.Analyzed the carrying capacity and made three suggestions based on the low carbon economy and the circular economy concepts including increase the industry links,exploit residual heat of exhausted gas and reinforce the recycling of water. |
