| The introduction of the River Chief System in China is based on the water supply crisis of Wuxi City caused by the blue algae outbreak in Taihu Lake Basin of Wuxi City in May 2006.Wuxi Municipal government assesses the situation,establish the river chief system,emphasize the responsibility to the people,and strictly implement.After that the water resources environment of Wuxi City’s watershed has been significantly improved as a result.Since then,the river chief system has been implemented in many provinces and cities across the country,including Zhejiang,Beijing,and Tianjin.In December 2016,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council jointly issued the Opinions on the Full Implementation of the River Chief System as the beginning of the nationwide implementation of the River Chief System.In July 2017,the General Office of the Gansu Provincial Party Committee and the General Office of the Provincial Government jointly issued the Work Plan for the Full Implementation of the River Chief System in Gansu Province and established a river chief system implementation mechanism including the connection mechanism of water administrative law enforcement and criminal justice in Gansu Province,the supervision system of river chiefs in Gansu Province,and the assessment accountability and incentive system for river chiefs of Gansu Province,so as to ensure the orderly development of water resources management in the river basin.However,looking at the system and implementation status of the river chief system in Gansu Province,there are still deficiencies such as the imperfect system of the river chief system in Gansu Province,the imperfect implementation mechanism of the river chief system in Gansu Province,and the imperfect public participation mechanism of the river chief system in Gansu Province.It is urgent to base on the situation of Gansu Province and water conditions,and make improvements on the basis of reasonable reference to foreign river basin governance experience and the practical experience of the river chief system in other regions in China.From the perspective of environmental law,the paper discusses the concept,characteristics,theoretical basis,and legal basis of the river chief system,examines the organizational structure and working mechanism of the river chief system in Gansu Province.Difficulties such as the imperfect system of the river chief systerm,the imperfect implementation mechanism of the river chief,and the imperfect public participation mechanism of the river chief are also analyzed.This study benchmarks the real dilemma of the river chief system in Gansu Province,and reasonably learns from the experience of foreign river basin governance,such as Chesapeake Bay basin water resources management and control mode,Rhine River Basin water resources management and government cooperation mode,Russia basin water resources comprehensive management mechanism.It also demonstrates the implementation experience of the river chief system in other regions in China,such as the Nanjing River Chief System Evaluation Mechanism,Kunming River Chief System Implementation Mechanism,and public participation mechanism of “ Folk River Chief” in Hangzhou,and proposes some specific countermeasures to perfect the river chief system in Gansu Province System,improves the implementation mechanism of the river chief system in Gansu Province,and perfects the public participation mechanism of the river chief system in Gansu Province,so as to promote the modernization of the water resources governance system and governance capacity of the river basin in Gansu Province. |
