he river head system was born to solve water ecological environment problems,and the river head accountability mechanism is an important component of ensuring the sustainable use of water resources and promoting the normalized operation of the river head system in China.The operation of the river head accountability mechanism runs through the concept of "party and government responsibility,dual responsibilities for one position",which is an innovative development of the environmental accountability system in the field of water governance and an important guarantee for the effective implementation of the river head system.The accountability of river managers is mainly divided into two types:major river pollution and daily river management and protection.With the promulgation of the"Opinions on the Comprehensive Implementation of the River Chief System" by the central government in 2016,more than ten provinces and cities have subsequently made legislative provisions on the river chief system,with some local legislations providing for the accountability of river chiefs.Subsequently,various regions have successively implemented the river chief system.The river chief system is a governance model guided by river issues,which runs through the concept of green development and clarifies the responsibilities of local entities and various tasks of river and lake management and protection.The accountability of river leaders is a comprehensive accountability system for their ability and effectiveness in river governance,with innovative daily management,protection,and performance accountability as a redevelopment of the connotation of river leader accountability.He Chang’s accountability implements a dual track of government and party accountability,which belongs to the performance-oriented accountability.In order to implement the river chief system in China,the central and local governments have successively introduced policies,laws,and other basis systems,forming a preliminary basis system for river chief system and its accountability.The accountability of river leaders in our country has formed a hierarchical and fully covered operational logic of river leader accountability,led by party and government shared responsibility and embedded in overall governance.The comprehensive implementation of the river chief system throughout the country has also strengthened the construction of the river chief accountability mechanism.The river chief accountability has promoted the implementation of the river chief system and strengthened the implementation of the river chief responsibility.However,there are still many problems,which are manifested in the following three aspects:problems in the river chief accountability basis system,problems in the basic elements of river chief accountability,and inadequate supporting measures for the river chief accountability mechanism.In order to address prominent issues at the legislative and practical levels,enhance the scientificity,fairness,and accuracy of river head accountability,achieve the efficiency goals of river head accountability mechanism,and promote the development of environmental protection accountability system,the following three aspects should be improved:firstly,to improve the basis system of river head accountability,on the one hand,to modify relevant laws,and on the other hand,to introduce the "Implementation Regulations of River Head System";Secondly,the basic elements of improving the accountability of river leaders mainly include clarifying the responsibilities of the responsible parties,clarifying the accountability parties,specifying the reasons for accountability,refining the accountability results,and standardizing the accountability procedures;Thirdly,the supporting measures for improving the accountability of river leaders mainly include the formation of information resources to provide accountability through the establishment of a policy and plan filing system,the construction of a "big data+river leader accountability"platform,the coordination of the relationship between environmental supervision and river leader accountability,and the strengthening of river leader assessment and accountability mechanisms.
