Study On The Influence Of Environmental Regulation On The Upgrading Of Industrial Structure In Fujian Province

Since the reform and opening up,China’s economy has developed rapidly,and both the total economic volume and people’s living standards have been significantly improved.However,the economic development mode of "three high and one low"(high pollution,high energy consumption,high emission and low efficiency)not only promotes the rapid economic development,but also brings serious environmental pollution problems.As an important germinadorable thought of Xi Jinping’s ecological civilization,Fujian has been actively exploring ways to correctly handle the relationship between economic development and ecological environmental protection.In recent years,Fujian province attaches great importance to environmental protection,and has issued a series of laws,regulations and policy programs related to environmental regulation.The enforcement of environmental protection law is also increasing.However,the government should also consider economic development while implementing environmental regulations.Therefore,it is very important to explore a "win-win" way of environmental protection and economic sustainable development.According to the theory of industrial organization,the unreasonable industrial structure is an important reason for the environmental pollution.The upgrading of industrial structure is the only way to solve the environmental pollution problem and promote the sustainable development of economy.Based on this,it is very important to explore the relationship between environmental regulation and industrial structure upgrading.The problem caused by the negative externality of environmental pollution can only be solved by the help of the government.Can a series of environmental regulation measures implemented by the government promote the upgrading of industrial structure in Fujian Province? If so,what is the mechanism of action? In addition,how do local governments choose environmental regulation strategies? Is there spatial relevance in the choice of environmental regulation strategies among local governments? If so,what will be the impact of environmental regulation on the upgrading of industrial structure in Fujian Province? These are all the problems to be studied in this paper.Based on the above ideas,this paper takes the panel data of 9 prefecture level cities in Fujian Province from 2003 to 2017 as the research sample,and on the basis of combing a large number of relevant literature,discusses the impact mechanism of environmental regulation on the upgrading of industrial structure in Fujian Province,and empirically tests the impact of environmental regulation on the upgrading of industrial structure in Fujian Province by establishing a common panel data model and spatial Doberman measurement model The main conclusions are as follows:(1)during the sample period,there is a significant positive spatial autocorrelation between the intensity of environmental regulation and the upgrading of industrial structure among nine prefecture level cities in Fujian Province,showing a "high","low" agglomeration effect.(2)Whether from the empirical results of general panel data model or spatial Doberman model,in general,explicit and implicit environmental regulations have a positive effect on promoting the upgrading of industrial structure in Fujian Province,which confirms Porter hypothesis from the side.In addition,the interaction of environmental regulation strategies among local governments in Fujian Province mostly adopts imitation strategy,and the increase of local environmental regulation intensity has a positive spillover effect on promoting the upgrading of industrial structure in neighboring areas.(3)The improvement of industrial scale and government intervention can also promote the upgrading of industrial structure in Fujian Province,while the level of foreign trade has no obvious impact on the upgrading of industrial structure in Fujian Province.Finally,according to the results of theoretical and empirical analysis,the paper puts forward the following policy recommendations: continue to enrich and improve the policy measures of explicit environmental regulation;improve the status of implicit environmental regulation,enhance the public’s awareness of environmental protection;promote regional cooperation between governments,establish the mechanism of benefit sharing.
