In order to mitigate climate change and deal with severe environmental problems,the low-carbon revolution is unfolding on a global scale.With opportunities such as information technology and market upgrades,the logistics industry has achieved rapid development and has become a pillar industry of China’s economic development.However,its high energy consumption and high carbon emissions characteristics make the development of low-carbon logistics more urgent.The development of low-carbon logistics can avoid unnecessary energy waste in logistics activities,effectively promote the transformation of China’s economic development model.In the era of advocating the low-carbon economy,how to promote the low-carbon development of the logistics industry in China’s provinces and cities and how to improve the logistics efficiency need to evaluate the development level of low-carbon logistics in China’s regional logistics,to get targeted suggestions.The multi-attribute decision analysis method is widely used in evaluation research.However,if the correlation between influencing factors is ignored when making decisions on practical problems,the accuracy of decision results will be affected.Therefore,the multi-attribute decision-making considering the correlation between attributes has become a research hotspot in decision analysis.In this paper,considering the correlation between the factors affecting the development of low carbon logistics,from the perspective of low-carbon logistics construction of regional low-carbon logistics development level evaluation index system,using the improved grey relational-weighted TOPSIS model combined with Schmidt Orthogonal Martin System method to solve the evaluation weights of attributes,using VIKOR method final sort of regional low-carbon logistics development level,on the basis of analysis of regional low-carbon logistics development level,the main research contents of this paper include:(1)Define the connotation of low-carbon logistics,follow the basic principles of index system construction based on relevant theories,and put forward the evaluation index system of the development level of low-carbon logistics from the four aspects of regional economic strength,social environment,logistics industry scale and development potential of low-carbon logistics.(2)In view of the relevance existing among the evaluation attributes,the improved grey relating-weighted TOPSIS model combined with Schmidt’s orthogonal Martian system method is adopted to determine the attribute weight,and the evaluation model of the development level of low-carbon logistics is proposed in combination with the VIKOR method.(3)The low-carbon logistics development level evaluation model is adopted to conduct an empirical study on the development level of low-carbon logistics in 30 provinces and cities in China to verify the applicability and effectiveness of the evaluation model.Through horizontal and vertical comparison,it is found that there are significant differences in the development level of regional low-carbon logistics.Based on the differences,suggestions are put forward for the development of regional low-carbon logistics.
