"Yichang Case" Study On The Transformation And Upgrading Of Chemical Industry In The Yangtze River Economic Belt

The Yangtze River Economic Belt must follow the development concept of ecological priority and green development.For a long time,the development of chemical industry has brought great pressure to the ecological environment of the Yangtze River Economic Belt,resulting in the situation of "chemical surrounding the river".Yichang is a typical area of "Chemical Waijiang" in the Yangtze River Economic Belt,and in the practice of cracking the "Chemical Waijiang",Yichang guides chemical enterprises to close,change,move and turn,and promotes the transformation and upgrading of chemical industry with overwhelming force,and promotes the transformation and upgrading of chemical industry,with remarkable results.Based on the research on the transformation and upgrading of chemical industry,the transformation and upgrading of chemical industry in the Yangtze River Economic Belt,and the transformation and upgrading of Yichang chemical industry,this paper analyzes from the theoretical,realistic and empirical perspectives.First,to carry out theoretical analysis of the transformation and upgrading of chemical industry,to define the definition,characteristics,transformation and upgrading of chemical industry,to put forward the practical path of chemical industry transformation and upgrading;Chemical industry transformation and upgrading is an important aspect of high-quality economic development,high-quality economic development is based on the development of five major development concepts,from the chemical industry green development,chemical industry innovation and development,chemical industry coordinated development,chemical industry open development four angles of yichang chemical industry transformation and upgrading of practical exploration;The performance index of chemical industry transformation and upgrading in some of the same cities along the Yangtze River is measured,and the research value of "Yichang sample" is confirmed from the empirical level.The results show that:（1）Yichang Chemical Industry Development is in the primary stage of transformation and upgrading,and the municipal government mainly promotes the transformation and upgrading of Yichang Chemical Industry from the three aspects of chemical enterprises,such as "passing and moving",building circular chemical industry park and building green chemical industry chain.（2）Yichang Chemical Industry Development Policy Effect is obvious,and the potential for quality performance to rise is great.（3）Compared with the cities of the same class along the Yangtze River,Yichang City’s chemical industry resource efficiency,chemical industry environmental efficiency,chemical industry economic and social efficiency are in the forefront,chemical industry transformation and upgrading of the development of the "Ichang sample" has reference significance.The practical enlightenment of "Yichang Case" :（1）To lead by scientific planning,optimize the layout of the chemical industry.（2）To accelerate the transformation and upgrading of the chemical industry,driven by innovation.（3）To accurate policyoriented,classification to promote transformation.（4）To support supporting policies to ensure the healthy development of the chemical industry.
