Accountability for safety accidents usually refers to the process of investigating the responsibility of the enterprises and local governments involved after the occurrence of the accident,in order to form a deterrent through accountability,improve the government’s regulatory capacity and enterprise safety performance.In recent years,China’s accountability system has been gradually improved and the serious accountability of production safety accidents has aroused people’s attention to the accountability of accidents.At present,the mechanism of the impact of accountability system on enterprise safety performance is still unclear.Whether it can achieve deterrence effect through accountability system to reduce the accident rate of enterprises is still unknown.Therefore,from the perspective of the integration of deterrence theory,behavior-based safety theory and accountability system,this paper constructs the mechanism model of the impact of accountability deterrence effect on the safety performance of construction enterprises,and tries to explore the implementation path of accountability system for the deterrence effect of enterprise safety production.First of all,this paper combs the relevant literature of the accountability system,according to the analysis of the concept and characteristics of the accountability system by scholars at home and abroad,,the causes of the accident will usually be traced after accident,and the enterprise will be punished and rectified,which is related to the safety management information of the enterprise.Therefore,through deterrence theory,this paper constructs the relationship between accountability system and safety production theory,discusses the deterrence effect of accountability system on enterprise safety production,so as to construct the influence mechanism of accountability deterrence effect on enterprise safety production.Secondly,based on the theoretical research,this paper constructs a multiple regression model of "accountability system-employee safety behavior-enterprise safety performance".Considering the concern of public opinion on enterprise safety production and accountability,the supervision of public opinion is set as the regulating variable.In order to verify the rationality of the mechanism,the paper puts forward the corresponding research hypothesis by combing the literature,and on the basis of reference to relevant scholars’ research,a scale suitable for China’s national conditions is designed,which lays the foundation for empirical analysis.Finally,the construction industry is selected as the empirical research object,data are collected by questionnaire survey,and analyzed by SPSS,Amos and other data analysis software to verify the hypothesis and model proposed in this paper.The results show that: 1)accountability system has deterrent effect,which can affect the safety performance of enterprises;2)employees’ safety participation and safety compliance play an intermediary role between accountability and safety performance;3)Public opinion supervision regulates the relationship between accountability and safety behavior,and regulates the intermediary effect of safety behavior between accountability and safety performance.And put forward the following suggestions: 1)the government should strengthen the construction of accountability system;2)the enterprises should have a higher awareness of safety in production;3)increase the transparency of safety in production of enterprises and the government,and strengthen the public supervision,so as to improve the deterrent effect of accountability.
