| China has made significant progress in its fight against poverty since November27,2015.In the vast rural areas,the economic and living standards of farmers have been greatly improved.At the same time,with the improvement of economic and living standards and consumption capacity,the total amount of rural production and household garbage is increasing and the composition is becoming more and more complex.In addition,farmers in rural areas have low awareness of environmenta l protection,imperfect laws and regulations,imperfect environmental infrastructure and unreasonable production and living structure,resulting in the phenomenon of "garbage surrounding villages" in rural areas.Therefore,the Party and the state pay more attention to the improvement of rural human settlement environment problems.Local governments actively promote garbage management under the current policy conditions,but there are still some problems in rural garbage management.So by analyzing the problems existing in the rural garbage management,using the problem leads to find out the causes of the problem,and with the analysis of the border town of garbage management link,the basis of the tiny view highlighted at the border of township governance problems that exist in the rural environment,finally in view of the problem put forward the corresponding countermeasures and Suggestions to solve the problem,from the theoretical level and concept level,some Suggestions and countermeasures are put forward to consolidate anti-poverty battle achievements and help the country revitalization strategy and render a new rural construction.In this paper,on the border of rural garbage management case study analysis,in funing county in yunnan province Tian Peng town many times and its subordinate administrative villages on-the-spot investigation,mainly from three aspects,one is that from Tian Peng township government staff understand the production and living garbage collection and processing of the related management regulations and implementation management actions,and obtain the government financing in waste management and information infrastructure construction,at the same time on the town watch town the process of collecting and processing waste,interview on the town residents learn about the view of waste management;Second,communicate with village cadres to understand the situation of garbage collection and disposal in the village,and then observe the use of infrastructure in the village and the methods and processes of garbage disposal in farmers’ daily life.The third is to interview the methods and habits of garbage treatment in the households of two administrative villages,Dabishi and Laochang.After interviews and field visits,the paper concludes and explains the current situation,existing problems and causes of garbage treatment in Tianpeng Town.Finally through to the domestic advanced township garbage management experience was summarized,from the Angle of macroscopic and microscopic provides feasibility to Tian Peng town waste management problems under the countermeasure and the suggestion,help Tian Peng town the next village development and new rural construction,and also for other border town of rural development and new rural construction to provide a reference object,hope they are able to develop and perfect their own environmental governance,the success of the early realization of rural development and new rural construction. |
