Study On The Construction Of Socialist Ecological Civilization System With Chinese Characteristics

The 19th National Congress clearly points out that the principal contradiction facing Chinese society at present is that between the people’s ever-growing needs for a better life and unbalanced and inadequate development.Therefore,the construction of ecological civilization must take the initiative to adapt to the change of the social principal contradictions of our country,adhere to the principle of harmonious coexistence of man and nature,the ecological and environmental protection system,implement the most strict positive response to the needs of the people for a better life,to create good production and living environment at the same time,the Chinese wisdom for ecological security in the world.Therefore,starting from China’s national conditions,it is of great importance to explore and build an ecological civilization system with Chinese characteristics.Prior to this,the research on the construction of ecological civilization system in China has been greatly expanded in both depth and breadth.Based on the research results of previous scholars,this paper puts forward specific ideas on the construction of socialist ecological civilization system with Chinese characteristics.It provides some reference opinions for the construction of the ecological civilization system of socialism with Chinese characteristics in the new era,and has some practical significance for China to strengthen the construction of the ecological civilization system.Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,this paper takes "the construction of ecological civilization system" as the theme,and centers on "what is" and "how to build" the system of ecological civilization of socialism with Chinese characteristics.This paper is divided into three parts.For the first part,answer "What is it?" That is,to understand what the socialist ecological civilization system with Chinese characteristics is,and how the role and position of the ecological civilization system in the construction of ecological civilization are reflected.On the basis of gradually defining therelevant basic concepts,this paper starts from the specific role and strategic position of ecological civilization system in ecological civilization construction,indicating the importance of the construction of ecological civilization system,so as to reflect the necessity of topic research.The second part is the "institutional" experience that can be referred to and used for reference in the process of the construction,design and construction of ecological civilization system.In the process of independent innovation according to the actual conditions of China,we should not only draw lessons from the international experience horizontally,but also draw lessons from the historical and regional experience in accordance with the actual conditions of different regions.The "institutional" experience of human ecological protection includes the "institutional" experience of the advanced countries in the world,the "institutional" experience of the Chinese nation and the "institutional" experience of China’s contemporary ecological protection.In the third part,answer "how to build".That is,in the face of how to construct the socialist ecological civilization system with Chinese characteristics,which is a problem of different opinions,from a new perspective,trying to put forward some comprehensive ideas with reference.On the premise of understanding the importance of ecological civilization system,and on the basis of fully drawing on the "institutional" experience of international and domestic two-way ecological protection,this paper explores the construction and assumption of the ecological civilization system of socialism with Chinese characteristics from the perspective of new institutional economics in combination with China’s national conditions.Including the establishment of a sound formal system,the formation of a firm informal system.
