Study On The Dilemma And Development Path Of Village Regulation In Rural Ecological Environment Management

In the long development process of our society,village rules and regulations have always been one of the important systems to maintain rural order.It ensures the orderly operation of rural society through theoretical education and reward and punishment mechanism.Since the Organic Law of the villagers’ Committee of the People’s Republic of China emphasizes the implementation of the villagers’ autonomy system in the rural society of our country,the Party has emphasized the importance of village rules and regulations to participate in rural governance in various policies and documents aimed at rural problems.It can be seen that the importance of village rules and regulations in rural governance,including village ecological environment governance,is increasingly prominent.From the perspective of institutional theory and community theory,this paper studies the plight and development path of village rules and regulations in rural ecological environment management from the perspective of H village as a case study.After the establishment of H village rules and regulations,the study found that it played an important role in ecological environment management.First,as an informal norm,the village rules make up for the deficiency that the formal law can not extend to the village;secondly,the value system of the village rules is internalized,and the villagers’ consciousness of ecological environment protection is gradually improved.H village rules and regulations were first formulated in 1988 and experienced changes.H village has seen the phenomenon of rapid deterioration of ecological environment due to excessive reclamation and weak awareness of ecological protection.After that,with the help of foreign forces,governments at all levels,village branches,villagers and other forces,H village carried out the ecological environment management of the village,and in 1988,it first concluded rules and regulations that could restrain the villagers’ behavior,and then gradually evolved into village rules and regulations.And gradually improved in the process of village ecological environment management.With the development of the village,the ecological environment in the village is maintained well,and the village rules and regulations have encountered the development dilemma in the village ecological environment management.It is mainly due to the decline of the executive power of the implementers of the village rules and regulations and the poor operation of the supervision mechanism,which gradually relaxes the implementation process;the flow of the village population and the entry of the foreign population gradually decrease the restraint ability of the village rules;the intervention of the formal legal text,the strengthening of the rule of law and the weakening of the authority of the village rules;the diversification of governance means and the decline of the status of the village rules and regulations reduce the influence of the village rules in the village.Aiming at the development dilemma of village rules and regulations in H village ecological environment management,this paper puts forward a new way to promote the village rules and regulations to continue to play a role from the following aspects.Secondly,the development of village rules and regulations should be synchronized with village development.Through the above development path to enhance the effectiveness of village rules and regulations in the village ecological environment governance.All in all,the village rules and regulations play a certain role in the village during the period of H village ecological environment management,improve the village appearance,provide rich resources for the development of ecotourism,and improve the economic income of the villagers.However,in recent years,the role of village rules and regulations in rural governance has been gradually ignored,and the development has encountered bottlenecks.In order to better respond to the call of national policies and give play to the important role of village rules and regulations in rural governance,governments at all levels and village committees should do a good job of guiding,attach importance to the path reconstruction of the development of village rules and regulations,and give full play to the main position of farmers.
