Highway construction are time consuming and complicated. In the process of construction, the impact on the ecological environment is inevitable. In order to objectively understand the impact of highway construction on the ecological environment,it is necessary to assess the impact of highway construction projects. However, the traditional assessment approaches paid more attention to the environmental factors rather than the ecological problems. In addition, the evaluation index and its assignment were random, and the quantitative degree of the assessment approach was not high, which weakened the guiding role of the evaluation results of the ecological environment impact on the construction projects. Therefore, based on the characteristics of highway construction and the analysis of the concept of “environment”,“ecology” and “ecological environment”,this paper analyzed the impact of highway construction process on the ecological environment. An analytic hierarchy process approach was used to establish a comprehensive index system of ecological environment impact assessment, and tried to build a comprehensive evaluation model. The feasibility and scientificity of the evaluation model were demonstrated by case study.Based on the assessment results, the corresponding protection measures were proposed for the construction project. The conclusion were as follows:1、Analysis of the impact of highway construction projects on the environmentThe connotation and extension of the two words “environment” and “ecology” were discussed in detail,so as to extend to the word “ecological environment”.Through systematic summary and analysis, the concept of ecological environment was defined. And through the analysis of the construction behavior of highway engineering, this paper systematically explained the specific impact of highway engineering on the ecological environment in the construction process from the five aspects of social, ecological, water, air and acoustic environment,so as to provide a solid foundation for building a comprehensive assessment index system.2 、 Establish an indicator system for ecological environment impact assessment of highway construction projectsBased on the impact of highway construction on the ecological environment and the summary of a large number of literature, according to the principles and requirements of index system construction, this paper constructed the index system applicable to the ecological environment impact assessment of highway construction period comprehensively and systematically, including the 6 main factors of the social environment, ecological environment, acoustic environment, surface water environment, groundwater environment and air environment and 22 sub-factors.3、Establish an improved group AHP-FCE modelBased on the study of assessment approaches, the application scope, advantages and disadvantages of each approach were analyzed. On the basis of summarizing the research status of current approaches and the results of previous researches, the improved group AHP and fuzzy comprehensive evaluation method were organically combined to build an improved group AHP-FCE model.4、Case analysis and verificationAccording to the actual characteristics of the highway from the city of Hanzhong to Lueyang County section in Shaanxi Province, the index weights were assigned by the improved group AHP.The FCE approach was used to assess the ecological environment impact of the selected road section. The comprehensive evaluation result was 0.3482,which was in line with the "general impact" level. This was consistent with the actual situation of the impact of highway construction on the ecological environment, which showed that the improved approach had good applicability and promotion value in ecological environment assessment.Comparing the improved approach with the traditional one,the improved approach systematically considered all kinds of factors, made full use of the information, and better highlighted the status of social indicators in the whole system. It can systematically reflect the true status of the impact of highway construction projects, thereby guiding the plan adjustment and implementation of measures of ecological environment impact of highway construction projects, which showed that the model had strong operability and better practicability.5、Propose scientific and reliable ecological environment protective measuresAccording to the assessment results of this study, combined with the characteristics of the ecological environment along the road from Hanzhong to Lueyang section, the specific and applicable ecological environment protection measures for this highway section were proposed from the five aspects of social environment, ecological environment, water environment, air environment and acoustic environment. These measures played an important role in the protection of the ecological environment along the highway, and provided a solid foundation for the coordinated and sustainable development of the highway and the ecological environment.
