| With the rapid development of China’s catering culture and the expansion of the catering industry,the urban and rural environment is facing great pressure from the disposal of kitchen waste.Therefore,the mature development of kitchen waste treatment industry is the urgent need of social progress.X Public Environmental Protection Co.,LTD.(here in after referred to as X Company)is a city-owned state-owned enterprise in a prefecture-level city of Guangdong Province.X Company focuses on the development of kitchen waste business,and becomes the only kitchen waste cleaning,transportation and treatment enterprise in X City since 2016.However,since lack of experience in new business operation,solidified management mode and scientific and effective system in operating performance management,the company is going downhill in recent years,for the net profit has decreased year by year.In order to improve the operation performance of X Company,this paper establishes the operation performance evaluation and analysis system to find out the influencing factors that lead to the imbalance of resource input and output ratio and the reduction of resource utilization ratio.Then it proposes specific and effective measures to improve the operation status of the company.This paper summarizes the domestic and foreign research on business performance.We analyze the policy background,the industry overview and the company’s current situation firstly.Comparing with the companies in the same industry,the operation performance of X company was measured in two stages by using DEA-Tobit model.Through systematic analysis,it is found that X company has the following five problems in operating performance management :(1)there is a severe squeeze of shareholders’ temporary loan on operating funds;(2)The fixed asset allocation method is too much of a single,resulting in extremely high asset maintenance cost and maintenance personnel cost;(3)Too fast administrative-oriented capital injection does not match the production and operation needs of enterprises,thus forming capital redundancy;(4)There is a serious solidification of incentive system and insufficient internal impetus for scientific research and innovation of enterprises;(5)The negative effects caused by excessive administrative intervention,such as the mismatch between administrative appropriation and project schedule,lead to abnormal fluctuations in the book benefits of enterprises,thus disrupting the production and operation plans of enterprises and having a great impact on the business performance of enterprises.Finally,in view of the above problems,specific countermeasures and Suggestions are proposed in order to improve the operating performance and resource utilization efficiency of X Company and improve the operating status of the company,which has certain reference and inspiration for the environmental protection industry,especially the business performance evaluation of enterprises dealing with kitchen waste. |
