| In recent years,with the rapid development of China’s production level,people’s dietary habits and energy structure of food have undergone significant changes.With the continuous improvement of living standards of urban and rural residents,the proportion of kitchen waste in household garbage is increasing year by year.Kitchen waste is a kind of perishable waste characterized by high salt content,high oil content,high moisture content,high organic content and perishability.If it is not treated in time,it is easy to produce odor,and will breed pathogens and microorganisms,causing environmental pollution problems.At the same time,resource and environmental issues are important issues that plague the sustainable development of China’s economy in the 21st century.China’s basic national policy is to follow a path of coordinated and sustainable development of economy,society,environment,and resources.Governments at all levels attach greater importance to circular economy projects that focus on resource conservation and comprehensive utilization.The reduction,harmlessness and recycling of kitchen waste is an important part of urban management,and the treatment of kitchen waste is the key step to realize the "three transformations"of kitchen waste.Kitchen waste treatment belongs to urban management.The two core subjects of social governance under urban management are the government and enterprises,and residents are also important participants.The government dominates social governance,and enterprises are essential collaborative entities of the government.The author takes the treatment of kitchen waste of urban residents as the research object of this paper.By comparing and analyzing the current situation of kitchen waste treatment of urban residents at home and abroad,the author uses the literature research method and structural access method to extract the problems existing in the process of kitchen waste treatment of residents in W District.The survey found that the main problems in W District are incomplete classification of household waste,insufficient government supervision,inadequate planning of some kitchen waste treatment stations,insufficient resource of kitchen waste treatment and insufficient service awareness of environmental protection enterprises.This paper analyzes the problems and shortcomings in the treatment of kitchen waste of residents in W District,analyzes the main reasons for the problems,and combines the relevant knowledge in public management,and puts forward corresponding countermeasures and suggestions from the perspective of coordinated governance among the government,residents and environmental protection enterprises.The government has put forward measures such as all-round publicity and strong supervision,promoting the initiative of residents’ garbage classification,entrusting the government with third-party supervision and rational and flexible use of treatment resources,ensuring kitchen waste treatment,strengthening industry university research cooperation,promoting technological innovation,and improving the government’s service awareness through assessment.It can provide certain reference for residents’ kitchen waste treatment in W District,so that local governments can adopt effective kitchen waste treatment methods to protect the ecological environment. |
