A Research On The Reform Of Comprehensive Law Enforcement Departments Of Ecological And Environmental Protection From The Perspective Of Public Service Cooperative Production In Xingwen County Of Sichuan Province

It is a cooperative government model to deepen the institutional reform of the party and the state by integrating and establishing a comprehensive law enforcement department for ecological and environmental protection.It is also an important part of the reform of the law enforcement system for ecological and environmental protection.The measures are of great significance for accelerating the modernization of the national governance system and governance capacity in the field of local ecological and environmental protection.At present,the comprehensive enforcement of public service cooperative production methods in the field of ecological environmental protection is an innovative model of the current combination of management in China.Without the support of specific comprehensive enforcement laws and regulations,comprehensive enforcement of ecological environmental protection has embarked on a new exploration path.Many scholars believe that the simple linear analysis method can not thoroughly and comprehensively understand the significance of the reform of comprehensive law enforcement departments.It needs to be understood from the perspective of system theory,and to use the public service cooperative production theory to analyze the unique role of the reformed institution in promoting the formation of comprehensive environmental protection law enforcement teams and vertical management in the local area,and to explore the cooperative production model of comprehensive law enforcement and the final work efficiency achieved.Thus,the administrative power of law enforcement is integrated to form a community with a shared future of public service cooperative production of multiple ecological and environmental protection elements,multiple administrative management levels,and multiple administrative departments.Through horizontally integrated and vertically coordinated cooperative production methods,new interpretations of comprehensive behaviors and new laws are proposed.The author has combined with the cases where Jiangxi province,Jiangsu province and other regions have established the comprehensive environmental protection law enforcement bureau that has achieved initial success,and elaborated on the current status of domestic ecological environment law enforcement;taking Xingwen County,Sichuan Province as an example,based on the theory of public service cooperative production,this paper analyzes the common problems found in the reform and promotion of local comprehensive law enforcement departments of ecological and environmental protection,explores the causes of problems in the cooperation mechanism of local horizontal multi-agent adjustment and vertical system internal arrangement,and proposes to form multi-level cooperation between government and functional departments by integrating the law enforcement administrative power of relevant departments in the field of ecological environment In order to optimize the cooperation path of horizontal comprehensive law enforcement and vertical management,and to build a long-term mechanism of local ecological environmental protection law enforcement system,it provides a reference for the sound development of comprehensive law enforcement departments at the grass-roots level.
