| In recent years,many countries in the world,especially developed countries,regard the development of fine chemical products as one of the key development directions for the transformation and adjustment of traditional chemical industry structure.At home,there has been a number of fine chemical parks,in order to promote the optimization and transformation of industrial structure and speed up economic development,Currently,the rapid growth of fine chemical parks which did not take environmental risk into account at the beginning of their establishment has resulted in many hidden risk danger.At the same time,there hasn’t formed a complete study system to the fine chemical park planning environmental risk management,as a result,there are no rules for the fine chemical park planning environmental risk management to follow currently.This paper comprehensively understands the development and research progress of environmental risk assessment at home and abroad through bibliographic search,and summaries the present situation and existing problems of planning EIA research in China.Through the theoretical understanding of the relevant knowledge of environmental risk assessment,we have mastered the procedures of regional planning EIA.By summarizing the characteristics of fine chemical industry and fine chemical industry park,the paper focuses on the five major risks,such as atmospheric environment,water environment,soil environment,sound environment and ecological environment in the planning environment risk of fine chemical industry park.It takes the fine chemical industry park of Lanzhou New District as an example,take the representative methanol storage tank leakage and benzene storage tank leakage for sudden atmospheric environmental risk,using the smoke mass model to predict and evaluate the expansion of toxic and harmful substances in the atmosphere;as for the impact of pollutants on groundwater environment under typical accidents in water environment risk,the research use a continuous injection tracer-planar continuous point source model to evaluate and predict the COD content in sewage under typical accidents.Finally,according to the evaluation conclusion,the paper tries to put forward some suggestions for the planning adjustment of the fine chemical industry park in Lanzhou New Area,and gives some countermeasures for the planning environmental risk management there。... |
