With the rapid upsurge in chemical industries,the development of chemical and industrial parks have progressed in China in order to ensure that there is less pollution,a centralized management model,and good economy of scale.A large number of petrochemical enterprises tend to be gathered in chemical industrial parks.Due to the various raw materials used,complicated production processes,stringent operating conditions and noxious products,companies face the ever-present danger of accidents.These include chemical spills,fires,explosions,or release of poisons into the environment.Under such conditions,it is possible that when an accident occurs,it can easily lead to other accidents,resulting in a chain of accidents leading to a significant number of casualties,environmental pollution and economic losses.Therefore,it is a core issue for the construction companies and governor of the park,who have to carefully plan the layout of the park,thus determining the optimal protection distance between the factory and susceptible individuals.This can then minimize the human,environmental and economic losses caused by accidents.Establishing a robust scientific and effective method is of great importance in determining a protection distance from environmental risks and ensuring effective environmental risk management.The dissertation introduces research studies from both domestic and foreign settings,which have assessed protection distances from environmental risk.The dissertation also precipitates conclusions on the present situation and existing problems in China.We determine the main research contents,methods and technical routes.A Monte Carlo method was combined with Gaussian diffusion simulation to assess the effects of four risk variables(wind direction,wind speed,temperature and stability)on simulated leakage accidents,whereby we obtained simulation results and their probability distributions.Then,the results were compared with Protective Action Criteria(PACs)to determine the protection distance around chemical factories.Finally,a case study on the application of one chemical park in Dalian was conducted.We obtained the protection distance range of the park from an environmental incident and relevant effective land planning suggestions were suggested.The study showed that the core protection distance of the park was between 420 – 1800 m on the north side,870 – 3300 m on the south side,950 – 1900 m on the west side and 1800 – 4200 m on the east side.This included the whole of the chemical park,the sea area to the south,some of the adjoining port area,some mountainous areas and a residential area to the east.It is recommended that some residents and commercial enterprises should be moved away from the chemical site in order to reduce the number of casualties should an incident occur.Meanwhile,the core safe area depended on 4 typical risk sources from 3 enterprises.It was suggested that one petrochemical enterprise and one company that produces dyes should be located next to the sea on the south side or near the mountainous area in the east.The research provides the basis for scientific decision-making and management for the governor of the park,and will provide a valuable contribution to health and safety.Furthermore,the study optimizes the utilization of land resources,promotes long-term stable development of the park and is of great significance in realizing regional economic,social and environmental sustainable development.
