With the rapid development of new energy in the world,the proportion of fossil energy consumption in the total energy consumption of China is gradually decreasing,and it is facing the contradiction of resource shortage.Besides,with the advancement of urbanization,the amount of garbage and the amount of garbage collected and transported in various regions have increased year by year.The problem of garbage disposal needs to be solved urgently.As a key link in the early management of waste incineration power generation project,site selection is closely related to the construction,operation and follow-up benefits of the project.Therefore,it is necessary to choose a scientific and reasonable site for waste incineration power generation project.In addition,with the gradual implementation of waste classification in the country,it has a great impact on waste incineration power generation projects,such as the change of power generation per ton of waste and the calorific value generated in the process of power generation,this will affect the total benefit value.Considering the existing literature,there is no comprehensive research on the location of waste incineration power plant base on the concept of waste classification.Therefore,it is necessary to bring the concept of "waste classification"into the influencing factors of the site selection for waste incineration power generation projects,and to make a comprehensive exploration on it.In this paper,considering the impact of waste classification on waste incineration power plants,the index system of site selection decision is established,and the best site selection is selected based on TODIM-probabilistic linguistic term sets.To this end,this paper first consults many references and related materials to collect important information.The concept of waste classification and the current situation of waste incineration power generation project construction are studied,pointing out the necessity of considering waste classification when choosing the site of waste incineration power generation.Second,this paper analyzes the expression of index evaluation information,the determination method of index weight and the ranking method of sequence,which provides a theoretical basis for the establishment of decision-making model.Subsequently,this paper summarizes the general impact factors that affect the site selection decision of waste incineration power generation projects,and explores some indicators of economic factors,environmental factors and social support for its site selection considering the impact of waste classification.Therefore,this paper constructs a comprehensive index system,which concludes five criteria of social factors,economic factors,environmental factors,infrastructure factors and natural conditions involved eighteen secondary indicators.Furthermore,this paper builds a location decision model under the probabilistic linguistic environment,through the probability linguistic term set to express the information of evaluation,the optimal combination weighting method to calculate the weight of each indicator,and defines a new distance formula for probabilistic linguistic term sets.The distance is introduced into the improved TODIM method for ranking projects,fully considering the psychological and behavioral factors of decision makers.The model is more suitable for the actual decision-making environment.Finally,the feasibility of the decision model is verified by an example.And through the sensitivity analysis and comparative analysis of the decision results to prove its stability and superiority.The research content of this paper has certain theoretical and practical significance.First,the concept of location and decision-making framework are innovated to enrich the related research in this field.In addition,it has reference significance for the government,enterprises and relevant decision makers in the process of site selection.Finally,in the process,of formulating standards and policies for the waste incineration power generation industry,the ideas in this paper can be incorporated into the waste classification.This can reduce the waste of resources and realize the high efficiency during the whole operation of projects.
