In recent years,the production of municipal solid waste in China is increasing continuously.However,many cities are facing the dilemma of waste disposal because of the inadequate disposal capacity and low technology of facilities.To a certain extent,this situation pollutes the urban environment and restricts the development of the city.The incineration power generation technology,as the best way to realize harmlessness,reduction and resource utilization of waste disposal,has been highly valued and actively promoted by the government.The number of waste incineration power plant is growing rapidly.However,waste incineration power plant is a typical NIMBY facility,and the NIMBY effect is prominent.At the same time,the construction project is related to the interests of the government,residents,enterprises and other parties,so there is a "difficult location" dilemma.Scientific and reasonable site selection scheme is the key link to ensure the good operation of waste incineration power plant.At present,China’s policy documents and standards on waste incineration power plant can not accurately and effectively guide site selection.There are few research results on site selection methods in domestic and foreign research literature,and no mature and typical method system has been formed.At the same time,in China’s actual site selection practice,artificial qualitative judgment is the main method,and it is difficult to avoid subjectivity and arbitrariness.Therefore,it is of great significance to construct a scientific,reasonable and effective site selection method for waste incineration power plant.From the perspective of multi-factors,this paper tries to construct a method system of site selection for waste incineration power plant by using quantitative analysis method.Firstly,based on the main stakeholders and their interests,this paper summarizes the four general site selection principles of waste incineration power plant,and provides the basis for the construction and application of site selection method system.Secondly,the paper analyses the policy documents,standards and domestic and foreign research literature of site selection of waste incineration power plant,systematically combs,merges,summarizes and classifies the influence factors of site selection,and puts forward the influence factors system,which serves as the basis of site selection method construction.The evaluation factors or evaluation criterias in the model are selected in the influence factors system of site selection.Thirdly,according to the thinking from macro to micro,this paper constructs a two-stage site selection method system of "regional suitability evaluation+alternatives evaluation" for waste incineration power plant.In Phase 1,a regional suitability evaluation model based on GIS is constructed.The evaluation factors are divided into two categories:restrictive factors and guiding factors.The minimum and weighted overlay methods are used to obtain the evaluation results of the two types of factors,and then the minimum method is used to synthetically overlay the evaluation results to obtain the result of the regional suitability evaluation.Some satisfactory site selection schemes are preliminarily screened out.In Phase 2,the Multiple Criteria Decision Making(MCDM)in decision theory is adopted,and the weighted sum method is used to compare and evaluate the alternatives to determine the optimal site selection scheme of waste incineration power plant.Finally,this paper takes Changting Country of Fujian Province as a case study.In Phase 1,the spatial database needed by the model is constructed,and the suitability evaluation map of the site selection of the waste incineration power plant in Changting Country is obtained by using various analysis functions of ArcGIS and a large number of model calculations.Four site selection alternatives are preliminarily determined.In Phase 2,the weighted sum method of Multiple Criteria Decision Making(MCDM)is used to compare and evaluate the alternatives.Finally,the optimal site selection scheme of waste incineration power plant in Changting Country is determined.Based on the actual situation of Changting Country and the site selection requirements of waste incineration power plant,it is found that the result is scientific and reasonable.The case study of Changting Country shows that the method system proposed in this paper has good universality and generalization,and can provide some reference for the site selection practice of waste incineration power plants in China.
