Research On Garbage Classification In The Perspective Of Cooperative Governance

With the economic growth and the rapid development of society,the people’s living standards continue to improve,which greatly promotes the consumption of commodities and brings a lot of garbage.Consumption habits for a long time have neglected the disposal of garbage.A large amount of garbage has seriously affected the surrounding environment.Many cities are facing the severe test of "garbage siege".How to improve the utilization of resources,reduce the output of garbage,and reduce the consumption of the ecological environment has become a topic of common concern all over the world.The experience at home and abroad shows that garbage classification is the main way to solve the above problems.At present,my country’s waste classification work is mainly single-type under the leadership of the government,which is top-down.Although some problems have been solved through administrative means,there are still low public participation rates,low quality of waste classification,and waste classification collection and transportation.Outstanding problems such as insufficient disposal capacity.The article takes the theory of cooperative governance as the main framework,and uses the "Huge Recycle" model of waste classification in Yuhang District as a vivid case.Analyze the operating characteristics of the "Huge Recycle" model in Yuhang District,and conduct an in-depth discussion on the effects and existing problems of the "Huge Recycle" model.When analyzing the cooperative governance model of "Huge Recycle",it mainly starts from four dimensions,namely,enterprises,NGOs,residents,and the government.At the same time,it draws on the experience accumulated in the practice activities of domestic waste classification in Taiwan and Japan,and proposes a perfect path for domestic waste classification and cooperation.First,the government has the function of public service,which is specifically manifested in assuming corresponding responsibilities and playing a guiding role;It plays the role of executor in waste classification.The key and foundation of doing a good job in waste classification is to increase the participation of residents.Communities,associations and various voluntary organizations play a crucial role in social management to maximize the role of coordination and communication;The market needs to create a complete classification and recycling system to promote the rapid development of the waste resource utilization industry,and the efficiency of waste classification management can be significantly improved.Domestic waste classification is a relatively complex project,which is closely related to all aspects and levels of society.Only by ensuring that multiple subjects cooperate and complement each other the classification of domestic waste can be scientifically and effectively treated.
