| The rapid economic development in Beijing-Tianjin-Hebei region has brought about increasingly prominent environmental pollution problems.Air pollution has brought a series of negative effectivebess on social stability,economic development and ecological environment in Beijing-Tianjin-Hebei region,which has aroused great attention of the local government.Facing this dilemma,the environmental protection department in Beijing-Tianjin-Hebei group on air pollution prevention and control set "2017 Air Pollution Prevention and Control Work Plan in Beijing-Tianjin-Hebei and Its Surrounding Areas",and determined the "2+26" cities in the Beijing,Tianjin,Hebei,Henan,Shandong and Shanxi provinces listed as the Beijing-Tianjin-Hebei transmission channel cities of air pollution.Under the guidance of "2+26" cities prevention and control plan,the collaborative supervision of air pollution prevention and control not only directly promots the air pollution and control in Beijing-Tianjin-Hebei region and its surrounding areas,but also provids a new idea for regional air pollution supervision strategies.However,few existing literature have studied the collaborative supervision effectiveness assessment after the "2+26" cities prevention and control plan implemented in the Beijing-Tianjin-Hebei region and its surrounding regions.So there is still a lack of theoretical support and practical guidance,and it is necessary to conduct a more systematic research.In order to further promote the collabrative prevention and control of air pollution in the Beijing-Tianjin-Hebei region,improve the air environmental quality,and implement the various prevention and control policies systematically,it is necessary to carry out the collaborative supervision effectiveness assessment of air pollution prevention and control in the Beijing-Tianjin-Hebei region and its surrounding regions at this stage.As the "2+26"cities of air pollution transmission channel are the research objects,this paper combines with the characteristics of collaborative regulation and analyses the impact factors of the Beijing-Tianjin-Hebei supervision regulatory to control the air quality from regulatory capacity,environmental effects,social effects and economic effects to build the effectiveness evaluation index system of the collaborative supervision about the Beijing-Tianjin-Hebei atmospheric pollution prevention and control.Then,this paper establishes the supervision effectiveness assessment model under the triangle intuitionistic fuzzy environment,which includes the triangular intuitionistic fuzzy numbers are used to describe the qualitative index information,the combination of DEMATEL method and entropy method is utilized to calculate index weights,the VIKOR method is used to get the comprehensive evaluation values of each city and the corresponding evaluation levels,and a sensitivity analysis is conducted on evaluation results to verify the reliability of results.Finally,according to the assessment results of the supervision effectiveness,this paper puts forward the some corresponding policy recommendations which can provide the government with some references to formulate comprehensive,dynamic and diversified regulatory strategies for air prevention and control.The main contributions of this paper are as follows:First,this paper is the first study to evaluate the collaborative supervision of air pollution prevention and control in Beijing-Tianjin-Hebei region after the "2+26" cities plan was proposed.Second,based on the expert consultation method of Likert 5-grade scale,this paper constructs a systematic index system for the evaluation object.Third,this paper establishes an evaluation model of effectiveness assessment through the triangular intuitionistic VIKOR method which can reflect the distance between each indicator and its optimal value fully,and provide a theoretical basis to improve the level of collaborative supervision. |
