| Arable land not only provides food security for the people,but also provides strong support for the sustainable development of agriculture.At present,arable land use intensity has become an important link in the work of agriculture,rural and farmers.In the context of rural revitalization,intensive and efficient use of arable land can only be achieved by keeping the red line of cultivated land use stable and ensuring that the quality of cultivated land.Thus,agricultural production can be guaranteed and material support can be provided for the realization of China’s general layout and basic strategy in the new era.With the acceleration of economic development,construction land occupies a large number of arable land,and the problem of waste of arable land resources is becoming increasingly prominent.At the same time,the extensive use of arable land with high input mainly leads to a series of environmental problems such as eutrophication,soil hardening and air pollution.The environmental risks of cultivated land use are increasing day by day,and the intensive use of cultivated land and the prevention and control of environmental risks have a long way to go.As an important major grain producing area in China,Shandong Province has achieved initial results in the adjustment of arable land use protection in recent years.However,the continuous transformation of farmers under the development of non-agricultural economy has also changed the situation of intensive use of arable land and environmental risk prevention and control in Shandong Province.Therefore,in view of the current background and situation of arable land use in Shandong Province,this paper combines the dual perspectives of"macro-micro"to carry out research on intensive use of arable land and environmental risk prevention and control.Results of this study show that(1)the macro scale,the average land use intensive degree around the city of Shandong Province is 1.45×1015 sej/hm2,the average environmental risk of land use is 0.46,both of them showed a spatial distribution characteristic of"low in the middle-high on sides".The structure of land use intensive in different regions is similar(the proportion of chemical fertilizer in land use intensive>50%),and the environmental risk structure of more than is different greatly.(2)At the micro scale,the rural households were divided into four categories:pure rural households with large arable land of the total amount of rural households(4%),pure rural households with small arable land(10%),part-time households with large arable land(17%)and part-time households with small arable land(69%).The differentiation structure of rural households was roughly"ladder-like".The center gravity of arable land use intensity moves southwest along with the transformation towards non-agricultural livelihood among the rural households.(3)Aiming at the optimization of intensive use and control of environmental risks of arable land at macroscale,it should be based on the key regulation(chemical fertilizer and mechanical fuel)of the cities with high land use intensive and environmental risk(Weihai,Yantai and Rizhao).The balance adjustment should be carried out in the areas with the medium land use intensive and environmental risk(Jining,Heze and Jinan,etc.),such as expanding economies of scale,improving agricultural technology and cultivating diversified management entities.Deep optimization of balanced areas(Dongying,Binzhou,Zibo,etc.),such as developing characteristic agriculture,improving the quality of agricultural labor force,and improving supporting facilities for cultivated land utilization.(4)Aiming at the optimization of intensive use and control of environmental risks of arable land at microscopic scale,we should guide pure rural households of large arable to improve the efficiency of large-scale operation of arable land;help rural households with small arable land scale to overcome the disadvantages of being small,scattered,and weak;promote the reduction of agricultural chemical production and encourage the transfer of arable land to rural households with high agricultural chemical input.The research results of this paper will provide important scientific guidance for the optimization of intensive use of arable land and the effective prevention and control of environmental risks under the dual perspective of"macro-micro",making use of the situation according to local conditions and arable land household conditions. |
