A Study On The Environmental Compensation Of The Arable Land's Change

The change of land using and correspondence of entironment is the key and crying for settling problems in the research of global and regional environment changing. Working over from the scale of different region and space-time, the process of land changing, the mechanism of impetus, the environmental domino offect and zoology compensation are important resourceful contents at present. As a sort of land using change patterns, arable land's using change would bring different economical, social and environmental benefit.The urbanization and industrialization are rapidly advanced currently. Arable land in our country changed to other use in many places. Arable land change has become one of the important problems that land management has to face in China. It is also related to every aspects of problems about agriculture, rural areas and peasantry. Compensation of arable land change is taking into account from economical and social benefits. So putting up the research of changed arable land's environmental compensation is useful to reforming actual resource accounting of arable land, heightening land using cost, solving problems about agriculture, rural areas and peasantry and constructing harmonious society.On the basis of interrelated theory, research ways and field survey deriving from domestic and overseas, a lot of data are collecting, methods of combining fieldwork and inside job, quantitative analysis and qualitative analysis, academic discuss and positive analysis are used. The meanings of arable land's value and price are newly explained. Taking Chongqing as an example, the characteristics and driving mechanism of arable land's change are analyzed. Establish the index system which evaluating environmental influence from sight ecology, sight aesthetics and sight resource theory. Aiming at environmental influence which caused by arable land change, Beibei is choused to calculate the environment compensatory price of arable land change.This paper is divided into seven parts:The first part is literature review. The concepts of arable land, arable land value, arable land change, the structure of arable land value and changed arable land's price, the methods of analyzing the driving force which changed the arable land's use, the evaluating methods of sight zoological and environmental resources value are presented in detail.The "second part is exordium. Make a brief introduction of the paper. Illustrate the researchful background, meaning, researchful contents, basic courses and researchful methods.The third part is the academic basis of this paper. It analyzed the arable land's value and changed price. Combined with labor value theory, use value theory, rental theory and sight ecology, the arable land's value and changed price are analyzed in a new way. Especially the arable land's sight zoology value means arable land as a peculiar sight zoology system has the value of ecology, aesthetic and tourism. The price of arable land change is the monetary representation of arable land's value.The fourth part is research of arable land's changing characteristics and driving force. Chongqing is choused as the researchful object. The characteristic such as the changed area and spatial difference is increased by degrees year by year, irrigation works project, traffic, rural residential area used most of the changed arable land. Three forces which drive the arable land to change are obtained: economical development, agricultural science and technology progress, population increase and urbanization process.The fifth and sixth parts are emphases and difficulty of the paper. The fifth part is environmental influence evaluation which caused by arable land change. Synthetically using the method of Delphi, AHP and multi-objective linear weight function to build the evaluating index system of arable land environmental influence from sight ecology, sight aesthetics and sight resource theory. Contrasting the sight ecological index of six sub-systems such as the woodland, plow land and grassplot in land using macro system, arable land's predominant sight ecological safeguarding function and the need of making changed arable land's environment influence are posted. Changing's environmental change in the aspects of temperature, atmosphere, hydrology, soil and biologic diversity which caused by arable land change are giving evidences to above conclusions.The sixth part is calculating the price of environmental compensation which caused by arable land change. On the basis of analyzing the calculating model of changed arable land's environmental compensation price, the price in Beibei is calculated. The result indicates sight ecological value is important compositive part of the arable land's value.The seventh part is conclusion and expectation. This part is conclusion review, applied suggestion and expectation which going deep into research for the future.
