Study On Safety Production Management Method In Refinery Enterprises

In recent years,China’s economy has developed rapidly,and refinery production enterprises have followed closely and developed rapidly.In 2017,the total industrial output value reached 312 billion 117 million yuan,up by 8.24% over the same period last year.But along with the rapid expansion of industry and the increase of production capacity,there are many safety accidents.In 2017,there were 53 thousand production safety accidents and 38 thousand deaths.The safety situation of oil refining enterprises is also rare.The safety situation is still grim.Refinery enterprises often use a lot of dangerous chemicals as raw materials and auxiliary materials.A lot of dangerous chemicals may be used in the inspection.Refinery production process involves high temperature and high pressure environment,and the materials used are also flammable,explosive and corrosive.Safety accidents may occur in the storage,transfer and use of enterprises.If the enterprise neglects safety management,does not pay attention to safety input,does not seriously carry out hidden trouble investigation and management,and fulfills the main responsibility of the safety of enterprises,there will be various types of personal injury accidents and property losses on the production site.On the basis of the principle of seeking truth from facts and studying the current situation at home and abroad,we have conscientiously absorbed some advanced refineries’ advanced safety production experience.This paper focuses on the following aspects:First,through literature,investigation,case analysis and so on,we should pay attention to search for relevant safety management information,combine safety management concepts and management rules,and focus on the three aspects of "unsafe state of matter","human unsafe behavior" and "environmental factors".Put forward corrective measures and suggestions for improvement.Second,combined with the characteristics of the oil refining industry,it puts forward a general method of investigation and treatment of safety hazards.LEC analysis is used to conduct on-site investigation,quantitative analysis,and targeted preventive measures to ensure that safety risks are within the controllable scope of enterprises.Third,the paper adopts the method of case demonstration,combined with theintegrated management of NH refining enterprises in Panjin,and from the way of source governance,focuses on three levels of troubleshooting investigation methods,measures taken for safety hazard management,safety performance management and enterprise safety culture building to demonstrate that safety management can be prevented and controlled.In this paper,a complete set of hidden trouble investigation and management methods is applied and applied,so that the safety management of enterprises is in a reasonable state,and has some reference and significance for other similar refining enterprises.
