With the rapid development of human production and life,the problem of water pollution caused by unreasonable discharge of industrial wastewater,agricultural wastewater and domestic sewage has become increasingly prominent,which has brought many negative effects on high quality development of regional economy and society and ecological environment protection.It can provide decision-making reference for promoting the intensive and economical utilization of water resources by assess the damage degree of water pollution to the ecological environment and economic and social development systematically.Because of the abstract and various forms of water environmental pollution loss,how to quantify water environmental pollution damage scientifically and comprehensively is an urgent problem to be studied.Based on emergy theory and ecological economics method,this paper systematically studies the unified quantitative assessment method of regional water environmental pollution loss.The main work and achievements are as follows:(1)The composition of water pollution loss based on energy analysis is identified.Based on the analysis of the process of water environmental pollution,from the perspective of energy flow and material circulation,the paper analyzes the process of mutual transformation of matter and energy among water environmental pollution and social economic system and natural ecosystem;the results are expressed as a emergy system diagram of water pollution loss.Combined with the attributes and functions of water resources,the composition of water environmental pollution loss in each subsystem is identified,and the manifestation of each sub item of water environmental pollution loss is clarified,which lays a foundation for the construction of quantitative method of water environmental pollution loss.(2)A quantification system for the energy loss of water pollution was established.According to the social evaluation method of ecological economics,the paper analyzes the influencing factors and characterization indexes of water environmental pollution loss by combining the input-output analysis,ecosystem service evaluation and emergy evaluation.Combining pollution loss rate,human health risk evaluation,water aesthetic value,Baidu index,water self-purification coefficient,sewage emergy conversion rate,land net income,etc.,the abstract loss is concretized,and and the emergy quantification method of different sub items of water environmental pollution loss in each subsystem is proposed.The establishment of a quantification method system for water environment pollution losses that takes into account the characteristics of each item has realized the scientific quantification of water environment pollution losses.(3)The calculation method of water energy conversion rate under different water quality indicators is proposed.The water environment pollution process is abstracted as a sub-system of the water resources eco-economic system.On the basis of the calculation principle of the sub-system emergy conversion rate,the sum of the external value invested in the treatment of sewage and the emergy value of the natural water body is regarded as the total energy of pollution water.The external value of wastewater treatment is indirectly measured by the economic value of water resources of diluted water.The calculation method of water emergy conversion rate under different pollution degrees is given,and the refined calculation of wastewater emergy conversion rate is realized.(4)Taking Kaifeng City as an example,the above method was used to calculate the loss of water environment pollution.Based on the water quality index and economic and social development of Kaifeng City from 2010 to 2018,the water environmental pollution loss value of Kaifeng City was evaluated based on the quantitative system of water environmental pollution loss,and the loss size and proportion of each part were determined.Combined with the actual situation of price and GDP in Kaifeng City,the rationality of the results of water environmental pollution loss in Kaifeng City was analyzed from the perspective of causes,and the corresponding prevention and control suggestions of water environmental pollution were put forward,which demonstrated the scientificity and feasibility of the quantitative method system of water environmental pollution loss.
