Study On The Assessment For The Loss Of Non-Market Value Caused By Environmental Pollution

Because the loss value conducted by the environmental pollution of social development can not be evalued exactly, evionmental resources have been exploited excessively, and the value of life have been evalued fuzzily. So, the precise value of the fuction of ecological system and the value of life is very important to understand the ecological resources and the life.This paper evaluated the loss value of non-market from ecological function of Hongze Lake and the value of statistical life conducted by the Yancheng chemical accident. In the case of evaluating the lost non-market value of ecological function of Hongze Lake, it was found that the loss value of non-market value from ecological function of Hongze Lake was 5.79*10-9 RMB/Y, and some key factors were found to be quite important to WTP, such as the annual income of the family, education,trust to the government,the attitude to the environmental protection and the attitude to the frenquce of the environmental problem of the Hongze Lake.In the case of evaluating the value of statistical life conducated by the Yancheng chemical accident, the value of statistical life was 33.25*106 RMB, and the mean of WTP was 44.73RMB/Month.Person; the influence of chemical risk, the immediacy of the chemical risk, age, education and the income were found to be quite important to WTP. It was also found that when the respondents considered a lower cut of the chemical risk (20%), their WTP would be influenced by the risk factors and their social characters. But when they condidered a higher cut of the chemical risk (80%), their WTP would be influenced only by the risk factors.After comparing the results from the two cases, it was found that, income and ecuation of the respondents significantly influenced their WTP; when the'pulic palce' was the study object, WTP would be influenced by the trust to the government, the attitude to the environmental protection and the university of the environmental problem, in addition of their social characters; when the study object was the safty of life, WTP would be only influenced by the risk factors, such as the influence of the risk, but the trust to the government would not be the important factor.
