| Safety management is an important part of project management.The cyclical changes and potential disturbances in the operating environment lead to the risk of not only institutionalized deficiencies in management policies and procedures,but also a profound contradiction between the efficiency pursued by the project organization and the flexible adaptability to systemic risks.As a new safety management paradigm,resilience engineering can effectively address the shortcomings of project safety management in terms of flexibility to absorb and recover from shocks.To clarify how the resilience process can be incorporated into project safety planning and response to accidents or shocks that may affect project safety management,based on the results of questionnaires and expert interviews,an evaluation model of the resilience level of engineering project safety management based on the DEMATEL(Decision-making Trial and Evaluation Laboratory)-ANP(Analytic Network Process)-FCE(Fuzzy Comprehensive Evaluation)method is proposed,aiming to develop a resilience specifically for construction organizations assessment tool to explore resilient engineering practices in the construction industry.Firstly,through literature analysis method,on the basis of previous research results,the evaluation index system of the resilience level of safety management system of engineering projects was initially constructed in four dimensions from the bearing capacity and defense capacity of the safety management system before an emergency event acts on engineering projects to the response capacity of the system during the event and the system optimization capacity afterwards.Based on this,286 valid questionnaires were issued and recovered,and SPSS24.0 data analysis software was used to analyze the items and reliability validity of the initially constructed index system,so as to theoretically verify the rationality of the index system level setting and the actual data simulation ability.The final determination of the project security management resilience level evaluation index system containing 4 dimensions and 25 specific indicators.Secondly,the ANP network hierarchy diagram was constructed based on the causality diagram after considering the threshold value by quantifying the inter-influence relationship and the degree of influence among the indicators through the DEMATEL method.After using Super Decisions 3.2.0 to conduct consistency test on the constructed ANP discriminant matrix,the correlation index weights are calculated to obtain the correlation index weights,which makes the determination of evaluation index weights more reasonable.Finally,taking a commercial complex project as an example,the constructed resilience level evaluation model is used for evaluation and analysis,and the indicators with greater influence and importance on the resilience level of engineering project safety management are identified based on the DEMATEL-ANP method,and the resilience level of case project safety management is obtained by combining with the FCE method.In this way,targeted optimization strategies are proposed to provide useful references for theoretical research and practical application of project safety management. |
