Research On Performance Evaluation Of Ecological Transfer Payment Of The Use Of Funds In Qinghai Province

Ecological transfer payment is an ecological protection policy formulated by the state for ecological function zones.The government has provided a large amount of ecological transfer payment funds to achieve the dual goals of improving people’s livelihood and protecting the ecological environment and achieving high-quality economic development.The main source of funds for ecological transfer payment in Qinghai Province is the national financial appropriation,which is uniformly distributed.However,there are still many problems in the actual use of ecological transfer payment funds.In the use process,there are problems such as low standardization and insufficient fund supervision.These problems will directly lead to the low performance of ecological transfer payment funds.Therefore,it is of great significance to study the performance of ecological transfer payment funds in Qinghai Province.The main innovative results of the thesis are as follows.Analysis of the status quo of the use of ecological transfer payment funds in Qinghai Province and the existing problems.First,it analyzes the status quo of ecological transfer payment in Qinghai Province,including the overview of Qinghai Province and the status quo of the use of ecological transfer payment funds in Qinghai Province,and analyzes the evolution of the transfer payment policy and the use of ecological transfer payment funds in Qinghai Province.Secondly,it analyzes the effects of ecological transfer payment funds in Qinghai Province,including the changes in the ecological environment and the improvement of people’s livelihood.Finally,summarize the current problems in the use of ecological transfer payment funds in Qinghai Province.The results show that the amount of funds for ecological transfer payment is limited,the allocation standard lacks rationality,the use and management of funds are low in standardization,and the implementation of the ecological transfer payment policy has not been assessed.Performance evaluation of the use of ecological transfer payment funds in Qinghai Province.Firstly,a performance evaluation system for the use of ecological transfer payment funds in Qinghai Province was established,Secondly,the performance of ecological transfer payment in Qinghai Province was evaluated,and use the SBM model of unexpected output to measure the static and dynamic performance of 6 counties in Qinghai Province.In addition,it also analyzes the spatial auto correlation trend of the use performance of ecological transfer payment funds in Qinghai Province,and analyzes the influencing factors of the use performance of ecological transfer payment funds in Qinghai Province on this basis.The results show that the overall performance of the ecological transfer payment funds in Qinghai Province is not high,and there is still a large gap from the effective performance level.The Malmquist index varies greatly in dynamic changes,and the overall change trend first increases and then decreases,mainly due to technological progress.The impact of the decline in the change index,and the positive promotion effect in the inter-regional driving effect is not high.This article puts forward suggestions on the performance of ecological transfer payment funds in Qinghai Province,which can improve the performance of ecological transfer payment funds,ensure the effective implementation of Qinghai Province’s ecological transfer payment policies,and provide reference for the government when formulating relevant policies.
