Volatile organic compounds(VOCs)are a kind of compounds which are composed of benzene series,freon series.organic chlorides and organic ketones.They have strong irritation and toxicity.Some of them have strong carcinogenicity and affect human health.Under the action of sunlight and heat.it can participate in nitrogen oxide reaction and form ozone,which leads to poor air quality and is also the main component of summer smog.It is also a greenhouse gas,causing global warming.VOCs are easy to pass through the blood and brain disorders,thus leading to the inhibition of the central nervous system.Therefore,when VOCs reaches a certain concentration,it will cause headache,nausea.vomiting,fatigue and other symptoms,and even lead to convulsions,coma,damage to the liver,kidney,brain and nervous system,resulting in memory loss and other serious consequences.For VOCs emission sources.petrochemical process accounts for about 55%.construction industry accounts for about 20%.and bio combustion accounts for about 8%.Therefore,our country’s 13th five year plan proposes to achieve the strategic goal of reducing VOCs emissions by 10%by 2020,and catching up with European and American countries’ efforts to reduce emissions to 50%in a short period of time.The emission reduction measures of the construction industry are also very necessary and urgent to be solved.In this study.the emissions of 31 provinces and cities in China from 2006 to 2018 are calculated by the emission coefficient method.Zhejiang and Jiangsu account for the majority of emissions,the surrounding provinces are slightly weak,and the western region is the least.In the calculation of emissions between provinces and cities.it is found that there is a phenomenon of mutual influence between provinces and cities.Therefore,this paper introduces a spatial measurement model to simulate the impact of emissions between provinces and cities.The data shows that the emissions between provinces and cities have a strong interaction.and the mutual promotion often occurs in the provinces above the middle level of emissions,and the regions are mainly It is concentrated in the central and eastern regions.Secondly.this paper uses Tapio decoupling theory to analyze the decoupling relationship between VOC s emission and economic development level of construction industry in each province.The results show that at present,only Liaoning.Heilongjiang.Tibet and Inner Mongolia provinces have strong decoupling relationship between VOCs emissions and economic growth of construction industry.and the rest provinces have weak decoupling relationship.For the long-term relationship prediction,the classical environmental Kuznets curve is used to predict the curve relationship between VOCs emissions and industrial economic growth in China’s construction industry.The results show that the relationship between the two meets the inverted N curve.and after 2015.the VOCs emissions in the construction industry will show a rising state.probably after 2035,the result of strong decoupling will appear in China’s overall level.Finally,combined with the construction method of IPAT factors,using the classic LMDI index decomposition model,the VOCs emission of construction industry is decomposed into five driving factors:population,urbanization process,investment contribution,investment recovery rate and technological progress.The results show that urbanization progress and population growth are inevitable development process,which can not be controlled to achieve VOCs emission reduction in the construction industry.However.VOCs emission reduction can be achieved by reasonably controlling the urbanization process.and the urbanization process can be controlled based on supply and demand.In addition,VOCs in the construction industry can be achieved by controlling the investment amount and the investment recovery rate Emission reduction.The rate of return on investment is controlled between 5%and 10%.which will not only improve the construction quality,but also cause less pollution to the environment,and at the same time ensure the economic development.In addition,technological progress is another important factor.At the same time,the government’s policy is also an important means to promote technological progress.At present,China is in the middle stage of urbanization,but also in the ranks of developing countries.Vigorously developing economy is the primary strategic goal of China,which will inevitably lead to VOCs emissions will show a strong momentum of growth.However,with the strategic goal of "sustainable development" getting more and more popular,energy conservation and emission reduction of construction industry is a necessary research content.This study involves both regional data and overall data.As for emission reduction measures.it is not only through the"one size fits all" mode,but also through the overall introduction of macro policies to achieve emission reduction goals,including accelerating technological progress,the main reasons for the continuous introduction of government policies to catalyse technological progress.In addition,it can also control the progress of urbanization through reasonable control The rate of return on investment is between 5%and 10%.We should control the amount of investment per unit area.reduce the "bean curd dregs" project,improve the service life of the building,use green building materials,and reduce the VOCs emission of the construction industry.For different regions.we should also make a comprehensive analysis according to their own regional characteristics.economic development.industrial structure characteristics.and individual’s influence by other individuals.so as to formulate their own Emission reduction measures.In this way,not only the overall macro-control is realized.but also the theoretical basis for the unique policies of each province is put forward,which will also promote the coordinated development of each province.It can not only achieve the goal of energy conservation and emission reduction in the construction industry.but also promote the develo pment of various regions.and finally make our country take a solid step in the process of socialist modernization.
