The Design Of Local Leading Cadres Departure Audit Evaluation Index System About Prevention And Control Of Atmospheric Pollution

In recent years,the central government has issued various regulations requiring carrying out off-office auditing work regularly of leading officials’ natural resources assets.This is a major strategic decision and major reform plan for China’s ecological civilization construction,and also a major political task for audit institutions.As a new audit mode,off-office auditing of natural resources assets is still in its infancy in terms of audit methods,contents and procedures.In particular,it lacks a set of evaluation index system of off-office auditing of natural resources with strong applicability,which puts forward higher requirements for the professional quality of auditors.In various natural resources,atmospheric environmental quality is closely related to people’s physical health,without the improvement of the atmospheric environmental quality,it will be difficult to talk about economic and social sustainable development and ecological civilization construction,so the choosing atmospheric resources as the research object,the subject of "local departure audit evaluation index system of leading cadres prevention and control of atmospheric pollution to build research",in order to making your own modest contribution to the off-office auditing of air pollution prevention and control.Based on the audit for the control of air pollution at home and abroad related literatures and systematically comb,firstly explains the related concepts and theoretical basis,and then analyzes the present situation and existing problems of the off-office auditing of air pollution prevention and control in China,and thus demonstrates the speed up the construction of prevention and control of atmospheric pollution in China is urgency and necessity of evaluation index system of off-office auditing of natural resources.Next,it is the key part of this paper study of air pollution prevention and control of off-office auditing evaluation index system of building,because air pollution is particularly serious in the Beijing-Tianjin-Hebei region and surrounding areas,so this article will combine the region characteristics for evaluation index selection and weight set,giving a detailed introduction from the following four aspects: construction idea and principle,indexselection,weight setting and evaluation method.Based on the principles of relevance,comprehensiveness,qualitative and quantitative combination,and dynamics,a total of 28 evaluation indexes were selected,including 22 quantitative indexes,which involved the improvement of air quality,the prevention and control of key pollution sources and the use of special funds during the tenure of leading cadres.Six qualitative measures,including prevention and control of atmospheric pollution related policy implementation,satisfaction,and personal integrity,self-discipline and using the analytic hierarchy process to determine the index weight,and fuzzy comprehensive evaluation method,comprehensive evaluation results,and then build up a set of relatively complete leading cadres’ air pollution prevention and control of off-office auditing evaluation index system.Finally,taking the off-office auditing of the former mayor of D city’s air pollution prevention and control as an example,the evaluation index system established in this paper is put into practical use to verify its applicability and maneuverability.
