Study On Performance Improvement Of Environmental Protection Company’s PPP Projects Based On Value For Money Evaluation

This thesis expounds the policy background of the PPP model,studies the significance,objective and content of the PPP model,enumerates the methods of this research and formulates the technical road map,through the researches on the value-for-money evaluation and performance evaluation under the PPP model.By expounding the definition,classification and form of PPP mode,whether urban infrastructure and public service projects could use the definition and evaluation method of value-for-money evaluation,one of the basis of PPP mode implementation.This study explains the definition and significance of performance evaluation as well,listing the problems existing in current performance evaluation-such as lack of specific performance standards,unclear performance evaluation methods and weak system performance of PPP projects-suggesting that strengthening the performance evaluation mechanism of PPP projects are proposed for solving these problems.Through the introduction of the research status of value-for-money evaluation,the paper lists the current international model of environmentally-friendly PPP projects based on value-for-money evaluation and the current risks of participating in PPP projects and the principles of dealing with them.The key to proposing a response strategy is to study,decide carefully and control risks based on value-for-money evaluation report and performance evaluation plan of the PPP project.The author studies the improvement,what the value evaluation do to performance evaluation of D company’s PPP project.According to the situation and the operation status of D company,this paper analyzes an environmental protection PPP project market case and value-for-money evaluation.Based on the specific conditions of the project and the research model,this article proposes improvement methods for performance evaluation,and summarizes the promotion effect of performance evaluation on business operations.The thesis improves the performance evaluation of public projects through the value-for-money evaluation and earnestly performs the regular performance appraisal and evaluation of PPP project companies to ensure the smooth completion and normal operation of PPP projects.Operation management and performance evaluation are the key to improving the quality and efficiency of public service supply.
