After reformation and opening,the rapid rise of industrial economy has directly promoted the economic growth and improved people’s living standards.However,the extensive mode of industrial development in China has not been substantially changed.Facing the new economic situation,the 19 th National Congress of the Communist Party of China emphasized the green development in the five development concepts.But the internal contradictions of industrial economy are increasingly prominent.It is surely necessary to fulfil economic upgrading and enhance green total factor productivity in the new normal of economy.In order to realize green production of enterprises,China has been implementing environmental regulation policies for a period of time.Whether these policies has achieved a win-win situation of environmental protection and economic benefits,whether there are differences in the effects of policies for various industries,and whether low-carbon economy meets the needs of China’s economic development? The answers to these questions are all based on a series of theoretical and empirical analysis.So,the purpose of this study is to explore the impact of ER(environmental regulation)on GTFP(Green total factor productivity)and its industry heterogeneity by using the data of 33 industries in China from 2000 to 2016.First of all,this paper constructs the carbon emission index,and classifies 33 industries in China by different carbon emission levels.Secondly,the Malmquist-Luenberger index with undesired output is calculated by SBM method,which is used as the proxy variable of GTFP.It can be divided into scale efficiency index and technology progress index to explore the source of GTFP growth.Finally,variable intercept panel model with individual fixed effect is used to explore the relationship between green TFP and environmental regulation in the whole and classified industries,which is to explore the specific mechanism of environmental regulation.The results of this study show that,first,GTFP of whole industry and classified industry in China is growing,but the reasons for growth are different.Second,the impact of ER on GTFP in China has significant industry heterogeneity.The impact of ER in the whole industry and high carbon emission industry is an inverted "N" structure.GTFP and ER in low carbon emission industry are positively correlated,which shows that the implementation of low carbon economy is conducive to the common development of green production and economic level.The correlation curve of ER and GTFP in medium carbon emission industry is inverted "U".Although the influence mechanism of each industry is different,basically,the ER of each industry in China promotes the growth of GTFP.Finally,according to the results of the study,suggestions are put forward from the perspectives of government,enterprises and the public.The government should pay attention to the intensity and rationality of ER when making policies,and should take an incentive way to stimulate the enthusiasm of enterprises in green production and scientific research.Enterprises should also increase investment in technological development to achieve technological innovation,so as to improve their core competitiveness.The public should strengthen the awareness of environmental protection and participate in the market supervision of enterprises,which can promote enterprises to control pollution and reduce emissions.
