Since the integration of Ningbo-Zhoushan Port in 2006,port throughput has developed rapidly.The scale of cargo handling has continued to increase.In 2017,the port throughput exceeded 1 billion tons,making it the world’s first 1 billion tons port,with an average annual growth of 8.2%,ranking first in the world for nine consecutive years.As a core port of Ningbo-Zhoushan Port,Zhenhai Port Area is a well-known liquid chemical product transfer base in the whole country and even in the Far East.There are more than 100 kinds of liquefied products.In 2017,154,400 ships arrived and departured the port,and the cargo throughput of Zhenhai Port Area is 7,006,500 tons.Among them,the throughput of dangerous cargo is 43,466,000 tons,ranking first in the single port area in the country,with large-scale throughput and navigation density.The problem of gathering traffic flow arises at the historic moment is the frequent occurrence of water traffic accidents.According to the statistics of maritime accident investigation report from 2008 to 2018,there were 66 kinds of water traffic accidents in Zhenhai port area in 11 years,which resulted in 6 deaths and missing persons,17 shipwrecks and more than 30 million direct economic losses,including 33 ship collision accidents,accounting for 50%.In order to avoid and reduce the casualties,property losses and marine environmental pollution caused by the ship collision accident,this topic analyzes and studies the ship collision accident in this specific water area,finds out the causes of the ship collision accident,reveals the rules of the accident,so as to guide the accident prevention and control work,and provides a kind of ship in the specific port water area Analysis methods and ideas of collision accident prevention and control.In this paper,the actual collision accident in Zhenhai port is taken as the research object,and the accident prevention and control are studied.First of all,this paper studies one by one the four essential factors "crew,vessle,environment and management" that make up the ship transportation system,finds out the unsafe behaviors of collision accidents caused by crew’s factors;analyzes the role and influence of ship’s technical conditions in the accidents;explores the constraints of natural environment and navigation environment on the accidents;reveals the content and technology of ship management The effect of the lack of technical support on the accident can systematically get the cause factors of the ship collision accident.Secondly,on the basis of the above,the fault tree model of ship collision in the port area is established by using the theory of fault tree analysis.By solving the parameters such as the minimum path set,the structural importance and the probability importance,the qualitative and quantitative analysis of the fault tree model is carried out,and the risk level of each basic cause event leading to the collision accident is obtained,and the structure of the fault tree model is proved to be reasonable and the method is feasible.Finally,the K-means clustering algorithm is used to analyze the established basic cause events.Based on the results of the clustering analysis,the key priority prevention and control objects and countermeasures of ship collision accidents in the port area are designed.The results show that the occurrence of ship collision accidents in the port area is the result of the cross action of multiple causes,and the impact of each basic cause event on the occurrence of collision accidents is not the same.Among them,there is a lack of emergency training and the crew’s failure to comply with the rules.The structural importance and critical importance are high and the probability of occurrence is relatively high,so it should be the first given to prevention and control.The identification and control of dangerous events are of high probability importance and critical importance,and the structural importance is large,which is the second consideration object of prevention and control.The impact of the events with inadequate technical support of marine and locomotive services is low,which is the third prevention and control object.The fourth consideration is poor visibility,rush current and other events.
