"Green mountains and green mountains are golden mountains and silver mountains" is an important concept of high-quality economic development,and environmental policy is one of its important guarantees.Exploring the impact of China’s environmental policies on high-quality economic development from multiple perspectives is conducive to further understanding of the status quo of the implementation of China’s environmental policies,providing a new perspective for the future coordination of environmental protection and high-quality economic development,and thereby improving the quality of economic development.Due to the uneven development of China’s regions,environmental policies and high-quality economic development levels in different regions have significant spatial and temporal heterogeneity.Based on provincial panel data from 2003 to2016,this paper mainly uses global linear models(OLS),geographic weighted regression models(GWR),time-weighted regression models(TWR),and space-time geographic weighted regression models(GTWR)to study the impact of environmental policies on the economy.The impact of quality development and its spatial and temporal heterogeneity,empirical studies have shown that the comprehensive performance of the GTWR model considering both time and space is the best.Empirical research shows that the GTWR model considering both time and space has the best comprehensive performance.The analysis of the research results found that in the years from 2003 to 2016,the impact of the three types of provincial-level environmental policies on high-quality economic development in China has significant temporal and spatial heterogeneity.Although the three types of environmental policies have a restraining effect on the high-quality development of China’s economy for more periods,and at the same time they show more negative impacts than positive effects on the number of provinces,but from the perspective of time,the impact coefficients of the three types of environmental policies are obvious.The "U"shape changes,but there is no obvious periodicity.From a spatial perspective,various coastal environmental policies in the eastern and northeastern regions have a stronger effect on promoting high-quality economies than other regions,or they have lower levels of suppression than other regions.In the Yangtze River Economic Belt,the implementation of policies in the middle and lower reaches is better than in the upper reaches of the Yangtze River.Generally speaking,from2003 to 2016,the environmental policies implemented in China failed to effectively promote the high-quality development of China’s overall economy,but the "U"-shaped characteristic of its change curve illustrates the relationship between environmental policies and high-quality economic development.It has strong adjustment and is consistent with the "U" shape found by existing scholars.It is also in line with the core idea of the "Porter Hypothesis".It is believed that the implementation of environmental policies in the short term will increase the cost of enterprises and reduce production,that is," "Follow the cost theory",and in the long run,the implementation of the policy will force enterprises to innovate,and then promote development,that is,the "innovation compensation theory".However,at this stage,it appears to be in the short-term stage as a whole,and has"U"-shaped fluctuations in the short-term,which indicates that the effectiveness and sustainability of the "innovation compensation" of China’s environmental policy is insufficient.The implementation of environmental policies in the western region is obviously inferior to other regions.On the one hand,it is affected by information transmission,on the other hand,it is the result of interregional games.Aiming at issues such as regional differences in the implementation of policies,and insufficient or ineffective corporate “innovation”,this article believes that in order for environmental policies to effectively and sustainably promote high-quality economic development,the following aspects need to be done: First,establishing and improving environmental taxes and sewage Market mechanism combining rights and powers;second,coordinating regional environmental governance goals and enhancing multi-regional cooperation;third,the government provides pollution treatment programs and high-tech talents for punished enterprises,while establishing a long-term and effective innovative supervision mechanism.
