Research On Management Of CAP EHS Performance

EHS(EHS stands for Environment,Occupational Health and Safety)also known as HSE,is originated from Western countries.It is a management system of health,safety and environment,which is widely used in petroleum and petrochemical enterprises as an important part of enterprise operation and management as well as the basis of enterprise modernization.EHS management is very crucial for chemical manufacturing enterprises.The level of EHS management not only involves the health and safety of workers and the surrounding community,but also involves environmental issues that are of great concern to the country and the world.The effectiveness of EHS management matters the survival and development of an enterprise.It is the most important in the chemical industry,rather than production or profits.CAP is such a chemical manufacturing company that must put EHS management first.There have been no major casualties in the 7 years since operation starts up in 2012.Even so,the CAP’s EHS management has not reached the level of excellence as well as keeps continuous growth situation cause of continuous changes of management team and the EHS management differences related to the Chinese and Western cultures of the shareholders.At the same time,because the EHS management model is from APB,CAP’s EHS management doesn’t adapt to domestic environment properly and has not yet found a balance point to meet the domestic system and management requirements.The main purpose of this article is to find the problems that affect the further development of CAP through the research on the EHS management of CAP companies and the comparison of three representative companies at home and abroad and find effective methods to improve CAP EHS combined with the national policies,laws,regulations,standards and literature in recent years for qualitative and quantitative analysis and using EHS Accident Prevention Principles,Heinrich’s Causal Chain Theory,Frank Bird’s Domino Theory and other related management theories.Firstly,this article introduces the background of the companies,and explains the importance and role of EHS management research for the country,enterprises and individuals.Then,combined with the EHS management theory,it analyzes the EHS management of three representative chemical companies at home and abroad pursues the common points of “best practices”.Then it introduces the current status of CAP’s EHS management,and lists the advantages which can be learned through the introduction of its safety values.After that,it focuses on analyzing the problems of CAP in EHS management and giving corresponding solutions.The overall idea of this article is based on the safety management practices of CAP over the years,drawing on the EHS management models of several representative chemical companies at home and abroad to analyzing the characteristics of CAP companies in EHS management and the five hidden problems.They are: the system procedures do not match the requ irements of domestic production safety laws and regulations;the EHS system is incomplete;the training system method is outdated;an accident tracking platform has not been established and the EHS performance evaluation mechanism is not perfect.Subsequently,solutions are given to each of the five existing problems as follows: establishing an EHS system that adapts to Chinese laws and regulations,developing the implementation standards related to the system,utilizing information platform to improve the EHS training system,setting an unified tracking platform of all kinds of incidents and developing a sound and strict EHS performance evaluation mechanism.With these methods,CAP EHS management can run smoother,achieve new heights and grow healthily,continuously,and steadily among the environment of the company,shareholders and the country.
