Research On Integrated Management System Of Environment And Health Risk

Environmental and health risks refer to the probability and consequences of natural or man-made causes that rely on environmental factors to play a role,threaten or adversely affect public health.Damage to the environmental elements such as the atmosphere,water flow,and soil will damage human health through physical,chemical,or cumulative methods,and the physical damage of the department cannot be recovered,such as reduced life span caused by environmental pollution,genetic mutation,deformities of infants and young children,and heavy metals.Lifelong disability caused by pollution is irreversible damage.Therefore,it is necessary to establish the concepts and principles of risk management in environmental and health management.The occurrence of risks is interactive,and the impact of ecological and environmental damage on physical health is usually presented in a multi-link process of "pollution source-environmental pollution-crowd exposure-health hazard",which has the characteristics of wide distribution of pollution sources,multiple pollution paths,and complex pollution objects.Therefore,it is necessary to establish an integrated management system.At present,the environmental and health management system is still led by the former Ministry of Health（now the Health and Health Committee）and the former Ministry of Environmental Protection（now the Ministry of Ecology and Environment）,and other departments coordinate work.The regulatory focus of the environmental protection department is conventional pollutants,and environmental pollution that is closely related to human health is of secondary importance;the health department is responsible for disease prevention and rescue,and the prevention and management of environmental and health risks is not the focus of its work.Due to the lack of a higher-level co-ordination mechanism,each department is only responsible for its own duties,and the mechanism for inter-departmental collaboration is difficult to achieve.Therefore,it is urgent to implement the work of “health first,prevention first” through the construction of an integrated management system of environmental and health risks idea.The integrated environmental and health risk management system requires that the existing responsibility system of the former Ministry of Health and the formerenvironmental protection department be stopped.The environmental protection department should be established as a single unified management department,and a monitoring network and monitoring indicators suitable for the needs of environmental and health management should be established.The system and monitoring institutions undertake environmental and health risk assessment,environmental investigation,and risk management functions,and promote resource sharing,information exchange,and comprehensive law enforcement among departments.The integrated management system of environmental and health risks takes the protection of public health as the basic goal,adheres to the principle of prevention,implements risk hierarchical management,and further improves the risk monitoring system,risk investigation system,hierarchical management system,and security incident response management system.On the basis of clear powers and responsibilities,a management system with a basic structure of "risk assessment-risk monitoring-risk management-accident handling" is established.
