| Water is a country’s basic natural resource and strategic economic resource.However,with the development of China’s social industrialization and urbanization,the water ecological environment is getting worse and worse,and water governance is urgent.In order to improve the water environment and protect water resources,Zhejiang has comprehensively implemented the "five waters co-governance" policy of sewage treatment,flood prevention,water drainage,water supply protection and water conservation.However,in the context of China’s implementation of the rule of law in the country,administrative agencies should administer according to law,and policies that are widely implemented must be based on the law.Therefore,this article intends to explore whether the environmental policy of "five waters co-governance" is in compliance with the relevant provisions of China’s current environmental law system.By studying the practice of the "five waters co-governance" policy,the relationship between it and China’s current environmental law system is analyzed.Specifically,the "five waters co-governance" policy implements China ’s "Water Pollution Prevention and Control Law" whichregulates rivers in river basins,establishes ecological compensation mechanisms,and assessment and evaluation mechanisms.And through the implementation of the river system to achieve the innovation of the content of the "Water Pollution Control Law" system.The "five waters co-governance" policy implemented China’s "Water Law" to ensure urban and rural water use and build water-saving society.The "five waters co-governance" policy implemented China’s "Flood Prevention Law" construction to ensure flood prevention and drainage engineering,planning and implementing flood prevention measures,etc.Through the above research,it is clear that the "five waters co-governance" is a comprehensive practice and innovation of laws and regulations related to water resources protection in China.Finally,based on the successful experience of the "five waters co-governance" policy,this article puts forward suggestions for improving China’s current environmental law system from three aspects:strengthening the responsibility implementation mechanism,promoting market-oriented governance,and improving the information disclosure system. |
