Study On The Strategy Of Supervision And Management Of Pollution Discharge Outlets On Rivers In Yangzhou

The supervision and management of the discharge outlet is related to the comprehensive treatment of water environment and the construction of water ecological civilization.The author of this paper combines work,chooses the supervision and management of the river outfall in Yangzhou as the research object,and strives to explore the supervision and management strategies of the river outfall under the new situation of ecological civilization construction,so as to provide reference and reference for the effective implementation of the supervision work,the solution of local supervision problems,and the continuous improvement of the supervision effect.By using the methods of comparative analysis,theoretical research and comprehensive analysis,this paper analyzes the current situation of the supervision and management of the sewage outlets into the river in Yangzhou City,and finds that there are abundant river waters in Yangzhou city.By 2018,there are 376 sewage outlets into the river.Yangzhou City has improved the management system of laws and regulations,improved the organizational structure of management work,strictly approved and supervised the sewage outlets into the river,and carried out the sewage outlets into the river Four aspects of daily supervision have been carried out,and good results have been achieved.However,there are still some problems in the supervision and management of the river outfall in Yangzhou,such as the basic supervision information needs to be improved,the actual supervision efficiency needs to be improved,the monitoring ability is still weak,and the standardization of the river outfall is not enough.From the perspective of the causes of the problems,the main causes are: the strength of the supervision team is still weak,the operation mechanism of the supervision work is not smooth,the investment in management funds is relatively small,the setting of the supervision institutions needs to be adjusted,and the technical means of supervision need to be rich.Based on the successful experience and enlightenment at home,this paper improves the existing scheme of supervision and management mechanism of the river outfall in Yangzhou city.This paper puts forward the improvement scheme of strengthening the supervision and management of the river outfall in Yangzhou City,and puts forward the objective planning,basic principles and specific measures of the improvement scheme.Through the analysis of the effectiveness and feasibility of the improvement scheme,it is found that the supervision and management improvement of the river outfall in Yangzhou City has practical policy support,perfect implementation conditions and basic financial guarantee,and the expected effect of the specific implementation is better.Finally,this paper puts forward some relevant supporting measures from five aspects,such as further improving the system guarantee system,clarifying the division of labor and cooperation mechanism,improving the monitoring management system,strengthening the management capacity building,and innovating the monitoring management mode,so as to ensure the smooth implementation of the improvement scheme.
