With the acceleration of urbanization in China, the urban water bodies environment has notbeen sustained and effective improved gradually emerged. The reason is mainly due to urbannon-point source pollution, especially the pumping stations discharge to river factor, has becomethe main problem for most domestic urban river water quality stable and continuous improvement.In abroad, many countries has carried out extensive research work and develop a regulatorysystem technology system for the pumping station discharge to river. In contrast, domesticresearch on pumping stations discharge to river was later, engineering control measures currentlyonly carried out in some large cities, while the systematic control regulations and sophisticatedtechnical system were lack.As an environment control measure, values of Pollutant Discharge Permit System have beenwidely recognized by every country on the aspects of control of total pollution and administrativeregulation. China’s Pollutant Discharge Permit System was started later, mainly collocated to usewith total control, which has been used in sewage regulatory from sewage units and achievedsome effect. Because Pollutant Discharge Permit System existed unclear positioning system, therelevant legal system was imperfect, issuing scoping was unclear, lack of operability for law, lackof public participation and strict accountability system and so on, these problems seriouslyrestricted and weakened the development of regulations. In the United States, the combinedsystem overflow pollution (Combined System Overflow, CSO) as point source pollution, has beenput into the national pollutant discharge elimination system (National Pollutants DischargeElimination System, NPDES) in two phases permit system regulation. From the objectives andprinciples, scope, varieties and types, pollutant discharge standards, monitoring and reportingsystem, supervision and verification management system, information publication and public participation system and legal liability aspects, NPDES permit system all have detailed legalprovisions with convenient and flexible operability and sophisticated CSO managementexperience.Therefore, this paper learned from the successful experience of the NPDES permit system inthe United States regulatory CSO, at the same time considered the status of our PollutantDischarge Permit System and pumping stations discharge in dry weather, then from legal basis,basic principles, applicable body, effluent standards, monitoring and reporting system, supervisionand verification system, information publicity and public participation system, legal responsibilityand other points of view, implementing pollution discharge permit for regulating pumping stationsdischarge to river in dry weather was feasible; finally design the Pollutant Discharge PermitSystem management regulatory framework and basic management procedures for pumpingstations discharge to river in dry weather, which provided effective starting point for the relevantadministrative departments to carry out pumping stations discharge to river in dry weather,provided a theoretical basis and technical support for urban river water quality could be effectivelyimproved.
