Supply chain as a special large field of resource consumption and carbon emissions,plays an important role in the development of low-carbon economy.At present,the increasing environmental problems and the introduction of more government regulations have forced the relevant enterprises and policy makers to re-examine the impact of supply chain activities on the environment.In this context,this paper studies the design and optimization of multi period supply chain network under the constraint of carbon policy,so that carbon emission factors have been considered in the planning stage before the operation of supply chain,avoid that the environment is polluted first,then be cleaned.At the same time,supply chain network design and planning decisions play a vital role in determining carbon emissions and total costs in the entire supply chain.Three common carbon policies are considered in this paper:strict carbon cap,carbon tax,carbon cap-and-trade.A multi-period forward/closed-loop supply chain network design and optimization model under each carbon policy is constructed to explore the impact of different carbon policy constraints on supply chain strategy and operation decision.The model captures the tradeoff between the total cost of supply chain and carbon emissions,and has strong theoretical significance and practical value.The main contents of this paper include the following aspects:First,based on the systematic review on the related literature about the constraint of carbon policy and low carbon supply chain network design and operation problems,the corresponding concepts and theoretical analysis are given,including the concept and main content of supply chain network design,the composition of low carbon supply chain system,the influencing factors of low carbon supply chain implementation,and the application of international and domestic carbon emission reduction policies.Second,research on the design and optimization of forward supply chain networks under carbon constraints.The first building multi period forward supply chain network design and optimization basic model based on economic factors,then three carbon policy constraints are incorporated into the basic model,constructing the expansion model under the constraint of each carbon policy,the impacts of each carbon policy constraint on the forward supply chain network structure,the total cost of enterprises and the total carbon emissions are analyzed,and get some unique insights.Third,based on the research of forward supply chain network design,reverse activities such as old product recycling are added,and the research perspective is extended from forward supply chain to closed loop supply chain,the mixed integer linear programming(MILP)model for multi-period closed loop supply chain network design and optimization under multiple carbon policy constraints.The model captures the trade-off between facility site selection and logistics transportation and the tradeoff between supply chain total cost and carbon emissions in a multi-period closed loop supply chain network.Secondly,considering the uncertainty of carbon emission parameters for more realistic scenarios,the uncertainty of carbon emissions is considered as the uncertainty of parameters in the specified bounded box set.The robust equality optimization model of the original model under each carbon policy constraint is constructed.Through numerical experiments,the sensitivity of carbon constraint intensity to closed-loop supply chain network structure,total enterprise cost and total carbon emissions under each carbon policy is analyzed,and it is proved that the robust optimization model has better performance than deterministic model.This paper proposes a supply chain network design and optimization model under various carbon policy constraints,enriches the theoretical research of low carbon supply chain.In order to further research the more complex carbon constraints under the supply chain network design model and other circumstances of the model research conducted a tentative study to provide some reference and guidance for the study of low carbon supply chain network design after more detailed.At the same time,some of the observed results in this paper can not only provide a certain reference value for enterprise decision makers to predict the impact of carbon regulation on supply chain network design and operation decision,can also provide some inspiration in establishing the reasonable carbon emission reduction policies for the policy makers,has a certain significance to promote the sustainable development of low carbon economy. |
